- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Warfighter Science, Technology and Applied Research Directorate (WARSTAR), intends to award a firm fixed price purchase order on a sole source basis to: SHIMADZU SCIENTIFIC INSTRUMENTS, INC., COLUMBIA, MD 21046. THIS IS NOT A REQUEST FOR PROPOSALS. RESPONSES WILL BE RECEIVED FOR FUTURE REQUIREMENT CONSIDERATION ONLY. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: A sole source contract for the repair and preventive maintenance of a gas chromatograph and mass spectrometer. This repair and service maintenance contract is required to repair and then maintain the proper operation of this system. This would include service calls as well as preventative maintenance. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): This very specialized piece of equipment was purchased under a government contract as Government Furnished Equipment (GFE) and returned to the government at the end of the contract. Shimadzu Scientific Instruments is the only manufacturer who is intimately familiar with how the system operates and what changes to make in order to safely run the system. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A market research was not required because this company manufactured the system and has the intimate knowledge required to perform repair and future maintenance. 4. Any other facts supporting the use of other than full and open competition: Since the system had been procured under a government contract and returned as GFE, there was not a service agreement in place and due to the complexity of the system, it requires the equipment be repaired prior to obtaining a warranty by the manufacturer. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Continuous monitoring of industrial base will be performed to take advantage of the competitive forces in the marketplace. 6.
