- In accordance with FAR 6.302-1 (a)(2)(iii), the New Orleans District intends to sole source for Subject Matter Expert services for technical editing of the Armoring Manual for the Hurricane and Storm Damage Risk Reduction System (HSDRRS) Levee Armoring Project. This scope of work contemplates that the following specific services may be required, but are not limited to: 1. Act as the technical editor to review the draft Armoring Manual 2. Answer technical comments from the several reviews presently going on 3. Correct formatting issues and conform to USACE standard terms, ways of doing technical reports, and standard units of measurement 4. Provide references for statements made 5. Ensure consistent use of terms in equations throughout the document 6. Make definitions in the glossary consistent with previous USACE documents 7. Provide references for formulas 8. Provide evidence to back up statements regarding the erosion resistance where available (existing R&D) The Government intends to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive quotations, it is for informational purposes only. However, interested parties may submit their capabilities and qualifications for future procurements in writing to the identified point of contact not later than 1000 hrs CST on January 31, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not companies are qualified for future similar procurements. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely with the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent.
