Description
This is a Sources Sought/Request for INFORMATION ONLY. This is NOT a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the government in any contract award. The U.S. Army Corps of Engineers, Savannah District, is conducting preliminary research to determine the market capabilities of potential contractors to support projects in a wide range of environmental services within the South Atlantic Division boundaries to include Florida, Georgia, North Carolina, South Carolina, Alabama, Mississippi, and Tennessee. A potential Service Provider will be required to demonstrate ability and capability in furnishing environmental services to include a full range of environmental, base support, sustainability, restoration, and modernization support to customers of the U.S. Army Corps of Engineers. The environmental and base support services consist of environmental compliance, environmental restoration/remediation, environmental conservation, ecosystem restoration, pollution prevention, military munitions response, erosion and sediment control, storm water and water reuse, safety and industrial hygiene, quality assurance, facilities maintenance, inspection, energy management and base support. The Munitions, Range and UXO services consist of preliminary assessments, site inspections, remedial investigations, feasibility studies, and site removal actions. Requirements may involve Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) regulations in addition to specific regulations from State regulatory agencies. The result of the market research may support the continuation of environmental restoration, compliance and conservation services that is currently being provided through numerous indefinite delivery-indefinite quantity (IDIQ) type contracts for the Mobile, Jacksonville, Charleston, Wilmington, and Savannah Districts. This announcement is the narrative to a market research, and your responses are sought to identify members of the Business Community that have the knowledge, skills, and capability to provide the above mentioned requirements. Interested Service-Providers under NAICS Code 562910 or cross references for establishments primarily engaged in providing environmental design services, or developing environmental studies and remedial action plans (NAICS Codes 541330 and 541620) are hereby invited to submit a response to the market survey to demonstrate their technical, managerial and business capability to provide the requested services. As a result of the market research, the Government may issue a variety of firmed fixed price and cost reimbursable IDIQ type contracts as indicated below. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of small business as well as large business capability to perform the environmental services requirements. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Response to this Sources Sought is strictly voluntary and will not affect any firm's ability to submit an offer if and when a solicitation is issued. This Sources Sought coupled with the market survey constitutes a market research tool for the collection and analysis of information to determine the capabilities and capacity of Service Providers (specially members of the Small Business Community) to support the U.S. Army Corps of Engineers' Environmental Program and its customers. It is anticipated that the strategy developed from information collected from this Sources Sought will include Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Task Order Contracts (MATOC), site specific contracts, etc. The Government currently anticipates sharing contract capacity from future contract actions between USACE Districts. All members of the Small Business Community (Small Business, HubZone, Service Disabled Veteran Owned, Section 8(a) participants, Small Disadvantage Business (SDB), Woman Owned Small Business (WOSB) are strongly encouraged to complete the market survey in response of this notice.
