- Description
- The purpose of this special notice is to announce the Naval Air Systems Command's (NAVAIR) intention to release a classified, draft Technology Development (TD) performance specification and an unclassified, draft TD Statement of Work for the Next Generation Jammer (NGJ) program. NGJ TD will require the development, preparation and delivery of a preliminary NGJ system design suitable for entry into the Engineering Manufacturing and Development (EMD) phase and the design, engineering development, fabrication, as well as the demonstration of the NGJ system Critical Technology Elements (CTEs) to a Technology Readiness Level (TRL) 6. NGJ is an electronic attack system that will provide significantly improved Airborne Electronic Attack capabilities against advanced threats through enhanced agility and precision within jamming assignments, increased interoperability and expanded broadband capability for greater threat coverage against a wide variety of radio frequency emitters. Initially, the NGJ system will be integrated onto the EA-18G tactical aircraft to replace aging ALQ-99 Tactical Jamming System pods. NOTE: The draft NGJ TD performance specification and SOW include information that has been designated as "Distribution D" and is only releasable to current Department of Defense (DoD) and US DoD contractors. All vendors requesting classified Government Furnished Information (GFI) must possess Defense Security Service approvals for facility, personnel, handling, storing, and automated processing of classified information up to, and including, the SECRET classification level. Upon written receipt of statement of vendor interest and verification of securing credentials, a classified CD containing the TD Specification and an unclassified CD containing the TD SOW will be provided to respondents as a single non-severable package. Companies shall adhere to the National Industrial Security Program Operating Manual (NISPOM, DoD 5220.22-M) and current DoD directives and procedures for receipt and transmission of classified information. All requests for the draft TD performance specification and SOW are to be directed to Ms. Mary Dodds at Mary.Dodds@navy.mil within 5 business days from the date of publication of this announcement. The following information must be provided: company name, mailing address (both physical and classified), point of contact, phone number, email address (if available), current CAGE number, DoD Central Contractor Registration (CCR) number, and a completed DD Form 2345 (March 2011 Edition). Potential offerors are asked to submit comments no later than 20 business days from the NAVAIR shipping date of the NGJ TD CDs to Ms. Mary Dodds at Mary.Dodds@navy.mil. Unclassified comments are preferred. Classified comments will be accepted.
