- Description
- The Transportation Security Administration (TSA) in accordance with FAR Part 15 "Contracting by Negotiation", intends to negotiate a commercial sole source Firm Fixed-Price contract (as prescribed in FAR 6.302-1) with Dun and Bradstreet, Inc.(D&B), 4350 N. Fairfax Drive, Suite 650, Arlington, VA 22203 for business entity verification and other services know as (BEVS) Dun and Bradstreet is the only known source that can satisfy the requirements of the Government's Transportation Sector Network Management (TSNM) Air Cargo Program. The award will be made for services, support and solutions to provide specific data to be used with the Air Cargo Risk Methodology to determine if companies in the Air Cargo supply chain are conducting business in accordance with TSA Guidelines, Security Directives, Security Programs, Published Rules, and any other TSA, DHS or Federal Cargo Security guidance. The Government also requires that the solution's technological components integrate with the TSA Air Cargo Security Portfolio of systems and programs. A non-competitive contract is required because D&B currently conducts the risk analysis and management electronically in "real time". D&B also provides the proprietary Data Universal Numbering System (DUNS) number (and other information) of the entity being vetted and uses this number as an identifier for each entity being vetted. The data is currently housed within a TSA management system which is retrieved by the use of the DUNS number as the identifier of each vetted company. The period of performance for this sole-source contract will be for 12 months (base year) from the date of award with four one (1) year options. Interested vendors who may wish to seek subcontracting opportunities should contact the above named company directly. Interested vendors may identify their interest and capability to respond to the requirement by emailing the points of contact below. This notice of intent is not a request for competitive proposals. However, all responses received within five days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
