LISC Site Visit Request Form LISC Site Visit Registration Form LISC Range Site Visits Purpose: The purpose of the LISC Range Site Visits is to provide information to potential LISC Offerors and their teams about the mission support requirements and scope of work at both Launch Ranges included in the LISC Contract. There will be one, five-day Range Site Visit at each Launch Range using the following schedule: DAY 1: Familiarization Briefings from LISC Team and Range Leadership DAYS 2-4: Site Tours at various sites selected to represent of the major range subsystems and the LISC Contract scope of work DAY 5: One-on-One Sessions between Prime Contract Offerors and the LISC Team and Range Leadership * Eastern Launch Range (Patrick AFB & Cape Canaveral AFS, FL) - 6-10 February 2012 * Western Launch Range (Vandenberg AFB, CA) - 13-17 February 2012 (NOTICE: LISC Site Visit dates are subject to change based on Contracting and Launch Wing Mission requirements. If a date change must be accomplished, notification will be posted to the LISC portion of the Federal Business Opportunities (FBO) website as soon as possible, followed by an announcement of the new LISC Range Site Visit dates) Non-participants will not be excluded from submitting a proposal in response to an RFP. BACKGROUND: In partnership with the 30th and 45th Space Wings, the Space and Missile Systems Center (SMC), Launch and Range Directorate (LR), Los Angeles Air Force Base, California is contemplating the feasibility of acquiring a long-term, follow-on contract that would consolidate the existing Spacelift Range System Contract (SLRS) contract, the Western Range Operations Communications and Information (WROCI) contract, and the Eastern Range Technical Services (ERTS) contract. A DRAFT Request for Proposal was released by SMC on 16 December 2011. DECLARATION: This publication is for information only and does not constitute a Request for Proposal or a change to the DRAFT Request for Proposal. The Air Force will not assume liability for costs incurred by an attendee for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. In addition, non-participants will not be excluded from submitting a proposal in response to an RFP. REGISTRATION: - LISC Site Visit Registration is open to potential Prime Contractors only and each potential Prime Contractor may send six (6) attendees. Potential Prime Contractors are welcome to include attendees from other (sub-prime) companies as part of their limit of six attendees. - Potential Prime Contractors intending to participate must complete the LISC Site Visit Registration form and submit it to the Primary and Alternate Points of Contact via e-mail no later than 1600 PST, 24 January 2012. - Access to Patrick AFB, Cape Canaveral AFS, and Vandenberg AFB is restricted. Potential Prime Contractors must complete the Visit Request Information form and submit it to the Primary and Alternate Points of Contact via e-mail no later than 1600 PST, 24 January 2012. Attendees must present a CURRENT photo ID (driver's license, military ID, company ID, or passport) matching the attendee information submitted via the Registration Form and Visit Request information form to gain entry into the event. This is an UNCLASSIFIED event; no clearances are required. However, clearance levels must be provided on the site visit request form for individuals who possess a clearance. Indicate "none" for those who do not possess an active clearance. RESTRICTIONS: No Videography, Photography, or Electronic Recording (including cell phones) shall be allowed inside any LISC Range Site Visit Event venue. Cell phones may be used during breaks, but are not allowed inside the briefing room or tour sites at any time. QUESTION/COMMENT FORM: LISC Site Visit Attendee Question/Comment forms will be provided during each LISC Range Site Visit. The LISC Team will collect these forms and post questions and answers to FBO as soon as possible. In all venues, questions shall involve neither classified nor proprietary matters, and no answers involving classified or proprietary information will be provided. At any time after receipt of comments/questions, the Government reserves the right to contact respondents for further clarification of the comments/questions and to wait on providing a response until an appropriate Subject Matter Expert has been consulted. Attendee questions and Government responses from the LISC Site Visit Attendee Question forms and One-on-One Sessions will be posted through Federal Business Opportunities (FBO) website prior to release of the Final Request for Proposal. All question & answer postings will be non-attribution. Answers, verbal & written, are not binding as the circumstances of the proposed acquisition may change over time. FAMILIARIZATION BRIEFS (DAY 1) Familiarization briefs are top-level briefings from LISC Team and Range leadership, including: LISC Overview/Program Status, Wing Mission Brief, LISC Program Management, Wing Operational Capability Overview, Operations and Maintenance, and Level II Sustainment and Maintenance. SITE TOURS (DAYS 2-4) A list of sites the LISC Site Visit Team currently plans to take attendees to is provided below. The actual sites visited are subject to change without notification. These sites were selected by the LISC Site Visit Team to represent major range subsystems and the LISC Contract scope of work. Time and resources do not allow a comprehensive visit to all LISC-related sites. If an offeror feels a site not listed for tour should be included, they should send a recommendation by email to the Primary and Alternate Points of Contact NLT 20 January 2012. The LISC Site Visit Team will consider recommendations and incorporate them as time and resources are available. The One-on-One Sessions are intended to give Prime Contractors and their team individual access to the LISC Team and Range Leadership. Prime Contractors may have no more than 6 people in attendance during the One-on-One Sessions. All questions and answers provided during the One-on-One sessions will be transcribed and posted, non-attribution, to FBO. To request a One-on-One Session, please mark the appropriate box(es) on the Registration Form.
