- DLA Aviation Philadelphia intends to solicit Sole Source NSN 7RH 5996-01-438-5802 AJ, śamplifier, radio, fre ť, with the intention to procure under the authority of 10 USC 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) Section 6.302-1. Referencing NSN 7RH 5996-01-438-5802 AJ, the Government physically does not have in its possession sufficient, accurate, or legible data to purchase this part from other than the current source. The item must be acquired directly from the actual manufacturer, whether or not the prime contractor is the actual manufacturer. NSN 7RH 5996-01-438-5802 AJ is to be manufactured IAW Data Link Solutions LLC (CAGE 081U3) part number K301A104-21. The proposed contract will cover a total period of five (5) years, including a three (3) year base period and two, two (2) year option periods. During this period, the Government will be obligated to place orders for this item, should there be any, with the contractor who is awarded the proposed contract. The proposed long term contract will be in effect beginning in FY2012 and will not exceed FY 2016. For each of these fiscal years, the Best Estimated Quantities (BEQ ™S) are as follows: FY 2012 “ 6 each; FY 2013 “ 6 each; FY 2014 “ 6 each; FY 2015 “ 6 each; and FY 2016 “ 5 each. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
