- In accordance with FAR 8.405-6(b)1 and under the authority of FAR 6.302-1(a)(2) and the Statutory Authority of  § 41 U.S.C. 253(c)(1), the Department of Veterans Affairs Network, VISN 3 Network Contracting Office (10N3/NCO), 130 W. Kingsbridge Road, Bronx, New York 10468 anticipates entering into limited- source procurement negotiations via the federal supply schedule (FSS) with Olympus America Inc., 3500 Corporate Pkwy, Center Valley, PA 18034-0610 for the leasing of Olympus medical scopes and related equipment and services at the following VISN3 Facilities: 1.Northport VAMC 2.ManhattanVAMC 3.Bronx VAMC 4.Montrose VAMC 5.Castle Point VAMC The Olympus medical scopes and related equipment and services we plan on leasing include: EGD endoscopes, enteroscopes, colonoscopes, sigmoidoscopes and duodenoscopes (ERCP endoscopes). This pre-solicitation notice is not a request for competitive proposals. No solicitations documents are available and telephone requests will not be honored. This pre-solicitation notice is posted subsequent to prior market research being conducted in conjunction with the previously posted "Request for Information" special notice # VA24312I0426 Based on the market research to date, it is determined the government's minimum needs can best be satisfied by services available from only one source. A copy of this previously posted RFI is attached. If a firm believes it can meet the requirements of this proposed solicitation, supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements (listed above and detailed in the attached) to the Contracting Officer by January 19, 2012, 4:00PM (EST) at Christopher.ward@va.gov or by fax (718) 741-4585. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, VISN3 will proceed with the sole source negotiation with Olympus America Inc.
