- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is solicited as #W912DQ-12-R-0006 and is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54. This RFP shall be set aside 100% for small businesses, and the associated North American Industry Classification System (NAICS) code is 561720. The business size standard is $16.5 million. Contract line items (CLINs), including option years, may be found in SECTION B of this synopsis/solicitation. Services are for Park Custodial work as detailed in the PWS (Performance Work Statement) found in SECTION C. Services shall be for Rathbun Lake Project, 20112 Hwy J5T, Centerville, Iowa, 52544. See SECTION D. Service dates for each CLIN are detailed in SECTION B; and within the PWS in SECTION C. FAR 52.212-1, Instructions to Offerors - Commercial, does apply to this acquisition with no addenda. FAR 52.212-2, Evaluation - Commercial Items, does apply to this acquisition. Evaluation factors are Past Performance, Related Experience, and Price. Award will be based on best value, and not on price alone. In accordance with FAR 52.212-1(k), the prospective awardee shall be registered and active in CCR (Central Contractor Registration) prior to award. Offerors may obtain information on registration requirements at http://www.ccr.gov/ or by calling (866) 606-8220. Additional, free assistance may be obtained by contacting your local PTAC (Procurement Technical Assistance Center) which can be found at http://www.aptac-us.org/new/. OFFERORS MUST COMPLETE SECTION K of this combined synopsis/solicitation and return with your offer. This contains FAR 52.212-3, Offeror Representations & Certifications - Commercial Items. If you are already registered in ORCA (https://orca.bpn.gov), then you only need complete paragraph B of this provision. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, does apply to this acquisition with no addenda. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Specific clauses required are detailed in SECTION I of this synopsis/solicitation. OFFERORS INTERESTED IN RESPONDING TO THIS RFP MUST SUBMIT A PROPOSAL ON THE ATTACHED SYNOPSIS/SOLICITATION. Award will be made to the offeror providing the best value. The due date for the receipt of proposals is listed in Block 9 of page 1 of the SF 33.
