Description
The Department of Veterans Affairs, Iowa City VA Medical Center, Iowa City, IA intends to negotiate a SOLE SOURCE procurement under the authority of FAR 6.302.1, FAR 6.302.5, with The University of Iowa/Central EM facility. 81 HBRF, Iowa City, IA 52242. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA263-12-Q-0186 and issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53, effective August 4, 2011. The associated NAICS code is 622110 and small business size standard is $34.5 million. The acquisition is not set-aside and is being negotiated as a SOLE SOURCE procurement. The requirement for this acquisition includes the following: ITEM DESCRIPTION OF QTY UNIT AMOUNT NO. SUPPLIES/SVCS PRICE Use of central EM facility. Month The central EM facility provides Instrumentation and tech assistance. The contractor must provide instrumentation and technical assistance to research programs involving the use of scanning and transmission electron microscopy, light microscopy and confocal microscopy, freeze fracture and x-ray microanalysis. The contractor must also provide all solutions, supplies, and training necessary for investigators involving microtomy, including specialized staining and embedding techniques, negative staining, metal coating, autoradiography, cryo-fixation, and cryomicrotomy, enzyme cytochemistry, immuno-cytochemistry, morphometry and stereology, the preparation of material science samples for both TEM and SEM including x-ray microanalysis and other procedures. A library containing texts and a review of various applications of transmission and scanning electron microscopy must also be available. The contractor must be able to serve both the experienced and novice investigator, and provide training for those in need. Alternatively, all or parts of a project must be able to be handled by the staff. The facility must be available 24 hours a day and 7 days a week. And be reasonably close in proximity to the research laboratories at the VA to allow for studies to be conducted in a timely manner. Period of Performance 1/1/2012 - 09/30/2012.
