Description
Trial Presentation and Consulting Services January 13, 2011 Office of the Comptroller of the Currency Solicitation #: OCC_RFQ_Trial Services_0002 Overview This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis-solicitation is being issued as a Request for Proposal (RFP) under solicitation number OCC_RFQ_Trial Services_FY12. Submit only written proposals for the RFP. This acquisition is a 100% small business set aside under the North American Industrial Classification Standard Code 541110. Below is the combined synopsis/solicitation for a Firm Fixed Price Contract. All offerors MUST BE CENTRAL CONTRACTOR REGISTERED (CCR). Information concerning CCR registration requirements may be viewed via the internet at http://www.ccr.gov/ or by calling the CCR Registration Centers at 1-888-227-2423. OFFERORS SHALL INCLUDE A COMPLETE COPY OF THE PROVISION AT FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, WITH THEIR OFFER. Objective Provide support of an Enforcement and Compliance action by performing trial presentation, consulting, processing of evidentiary files, courtroom setup and presentation services. Detailed Description of Services/Statement of Work : The Office of the Comptroller of the Currency ("OCC") is seeking to obtain Trial Presentation services in accordance with the description set forth below: •A. Trial Location: Phoenix, AZ •B. Trail Date: February 13, 2012, through February 23, 2012. •C. Trial Times: 9:00 am through 5:00 pm. •D. Description of Services: Case preparation and project management services before going to court to take approximately 200 exhibits and transcripts/sworn statements and covert, process and load into a trial presentation system, Trial Director, according to the exhibit numbers established by the OCC attorneys. These exhibits currently reside in image and text format in a case Summation Enterprise. Contractor shall also provide trial presentation consulting services to include consultation and case assessment meetings, database creation, design and preparation of demonstrative exhibits, multimedia/interactive design and programming in person at OCC Headquarters (located at: 250 E. St. SW, Washington, D.C. 20219) on an agreed upon date the week before the trial. Contractor shall also provide courtroom survey and setup on January 9, 2012, and conduct onsite/courtroom location surveys to determine presentation system requirements, layout and technical needs, presentation equipment setup/strike. Contractor shall also provide multimedia presentation on-site at the United States Post Office and Courthouse in North Platte, Nebraska. Contractor shall also provide a multimedia presentation specialist with redundant laptop computers loaded with Microsoft Office Professional and inData Trial Director Software and standard courtroom presentation equipment package. Contractor shall perform all processing at secure off-site contractor facilities identified by the contractor in their proposal and as approved by the OCC. Contractor shall meet with the OCC trail team at OCC Headquarters at least one (1) week before trial to prepare for trial. All contractor personnel that work on this project must complete the Non-Disclosure Agreement and return it to the OCC, to the point of contact listed below. The exact period of performance for consulting and graphic design shall be agreed upon between the contractor and the OCC's Contracting Officer's Technical Representative ("COTR") for this acquisition, Henry Alonso. •E. Period of Performance: January 25, 2012, through March 4, 2012. •F. Deliverables: Upon the conclusion of the trial, the contractor shall deliver to the OCC COTR all end products listed in Section D above on a CD/DVD or USB hard drive. All materials shall be destroyed by the contractor upon request by the COTR. Any and/or all media material and/or deliverables produced from the services described herein shall be the exclusive property of the OCC and will not be returned to the contractor. •G. Individual Tasks: •a. The contractor shall maintain a hard copy chain of custody log for each media provided. A chain of custody is the process of validating how any kind of evidence has been gathered, tracked, and protected on its way to a court of law. The log shall include, but is not limited to, name, media identification, and for each transfer of the materials between individuals, the date, location, releasing employee name - printed and signed, receiving employee name - printed and signed, and processing function. •b. The contractor shall produce and provide Quality Assurance report(s) in hard and electronic copy, showing contractor inspection tasks and results for ensuring all targeted documents were processed, OCRed, and contained in the load file. •c. The contractor shall pick up and deliver source material and deliverable products. The contractor shall provide all delivery services associated with the source materials and products of this contract at no additional charge, and will be designated in the task order, respectively. Credentials may be required before entering the building for pick-up and delivery. Each courier must present a valid drivers' license and employee work identification. •d. The OCC must have the requirements listed in Section F and G produced and delivered not later than close of business on March 2, 2012. •H. Accessibility Requirements: All Electronic and Information Technology ("EIT") acquired or developed under the services described herein shall be accessible to individuals with disabilities in accordance with the Rehabilitations Act of 1973, as amended. Specifically, the EIR shall meet the Functional Performance Criteria (36 CFR 1194.31), Information, Documentation and Support standards (36 CFR 1194.41) and Web-based Intranet and Internet standards (36 CFR 1194.22), as all reports must be suitable for posting, storing or archiving on the OCC Intranet. Specifically, this requirement applies to deliverables specified in Sections G and F above. •I. No exceptions have been identified. •J. The OCC's trial services requirement is subject to cancellation at any time before the actual trial start date if the parties can reach a settlement agreement. If a settlement agreement is reached after contract award, the contractor may invoice the OCC for all expenses incurred to date for the performance of contract services, subject to approval by the Contracting Officer.
