- The U. S. Army Corps of Engineers, Walla Walla District, is issuing this special notice to inform industry of the intent to solicit and negotiate solely with the ABB Inc, 12040 Regency PKWY, STE 200, Gary, NC 27518-7708. A determination not to compete this proposed contract has been made Pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 13.106-1(b)(1), Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. In August of 2011, Line #3 at Ice Harbor Lock and Dam Located near Pasco, WA received a lightning strike. The two units associated with the line were in stand-by with the 115KV breakers opened. The lightning strike caused a fault on B-phase of XW-5. The fault within the breaker caused the rupture disk to fail. Ice Harbor needs parts to replace the B-phase pole, re-gasket the two adjacent poles and provide routine maintenance on six additional breakers. The ABB 121PM40-20 breakers were manufactured by the ABB, as such, the replacement parts must be (replacements in kind) to insure compatibility with the ABB Breakers and to protect the integrity of any remaining warranty. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonable available. The government intends to acquire commercial supplies using FAR Part 12. The contractor shall provide the following XW-5 Circuit Breaker maintenance and repair parts: Two (2) replacement CENTER Pole for 121PM Breaker Serial Number B004332-06 Eight (8) Seal & Desiccant Kit 121PM Twenty four (24) Rupture Disk Kit The North American Industry Classification System (NAICS) for this requirement is 335313, Switchgear and Switchboard Apparatus Manufacturing. Small Business size standard is 750 employees. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may identify their interest and capabilities no later than 11:00 a.m. Pacific Standard Time on January 20, 2012.
