SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE NOT AVAILABLE. This is a Sources Sought Notice / Draft Request for Proposals is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Memphis District, requests information concerning its requirement for Articulated Concrete Mattress Casting. The government will consider these responses before issuing a formal solicitation. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, if the Government still plans to proceed with the acquisition, and after approval of the associated acquisition strategy, a solicitation announcement will be published in the Federal Business Opportunity. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to solicitation announcements at a later time. This notice is to assist the Memphis District, Corps of Engineers in determining potential sources and to gauge industry capability. This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Main Street B-202, Contracting Division, Room 665, Memphis, TN 38103 no later than 2:30 p.m. central standard time January 19, 2012. NO APPOINTMENTS OR TELEPHONE CALLS WILL BE ACCEPTED. Project Description: This is a market survey for providing Casting Squares of Articulated Concrete Mattress at Richardson Landing, Tennessee (MS River Mile 769 AHP). The work consists of furnishing all plant, labor, materials, equipment, transportation, including fuel, power, water, and performing all work as required in casting squares of articulated concrete mattress at the location and in the quantity designated, in strict accordance with specifications, schedules and drawings, including such detail drawings as may be furnished by designated personnel during prosecution of the work. Definition of a "square" of articulated concrete mattress as referred will consist of one section, approximately 25 feet x 4 feet x 3 inch, containing 16 blocks, cast on a single unit of fabric. The casting field is located at Richardson Landing, Tennessee, which is along the left descending bank of the Mississippi River (Mile 769 AHP). The NAICS Code is 327390 with a size standard of 500 employees. Estimated cost of work under this procurement is estimated to be under $5,000,000 - $10,000,000. Work is planned to begin on or about May 2, 2012. The Government requests capability statements which demonstrate the ability to manufacture/supply Articulated Concrete Mattress in accordance with Government requirements. Specifically the Government requests answers to the following questions: 1.Do you have a mobile concrete mixing batch plant? If so, are you capable of producing custom concrete mixes with fly ash injections, and do you have the ability to adjust these custom concrete mixes when needed and sustain the required production rate? 2.Do you have the equipment with the ability to: pour concrete, vibrate casting forms, remove pins from casting forms, place and remove casting forms, smooth and groove concrete mats, place paper on top of concrete mats, lubricate casting forms, and clean casting forms? 3.What experience do you have in the last 15 years where you have produced steel reinforced concrete mats in casting forms using your own batch plant and equipment? 4.Do you have the ability to sustain the required production rate (910 sqrs/day) while assuring a quality product that meets all guidelines in the specifications? Comments will be shared with the government personnel, but otherwise will be held in strict confidence. Comments may be in a format as chosen by each offeror, but must include the offerors, name, point of contact and phone number, planned role on the project, and socio-economic status. In preparing the formal solicitation, the government makes no commitment to retain any of the elements/provisions of this request for information and may include different elements/provisions in the formal solicitation.
