Description
The Portland District U.S. Army Corps of Engineers intends to award a contract for Bonneville Spillway Rock Removal, Multnomah County, Oregon. This acquisition is for emergency repair services at the Bonneville Lock and Dam removing rock debris that has been depositing in the stilling basin, between the flow deflectors and the baffle blocks. Work on this contract will involve removal, by barge mounted mechanical means, and divers from the water. The material is in 30 to 40 feet of water in each spillway bay. Total cubic yards to be removed are approximately 550 cubic yards. The material removed will become property of the contractor for disposal. Rock size varies from 3 inch in diameter to approximately 5 feet in diameter, with the majority of the rock between 2 to 3 feet in diameter. Some of the bays have erosion holes where the material will potentially need to be removed by divers. Work on this contract will take place between February 10, 2012 and April 1, 2012. Bonneville Lock and Dam is one of a series of dams on the Columbia River and must pass inflow. Inflows often exceed hydraulic capacity of the two powerhouses and spill is required. Spill is typically required and anticipated during the month of March. Spill during the month of March will be limited to a set amount of hours during the day in which the Contractor shall not remove rock. This solicitation will be procured as a Low Price Technically Acceptable contract. Criteria will be included in the solicitation package. This project is considered unusual and compelling urgency with a shortened solicitation period. The solicitation package will be available for download on or about January 20, 2012, with bids due January 31, 2012. Anticipated award date is February 03, 2012. A site visit at the Bonneville Lock and Dam is scheduled for January 24, 2012 at 10:00 am. Participants will convene in the Auditorium Conference Room (located on the Oregon side of the river).
