Description
II. Nature and/or Description of the Action Being Processed This action will be awarded as a new firm-fixed-price order. The estimated delivery date is 10 weeks ARO. This acquisition is considered Other Contracting and will be acquired under FAR Part 8 Required Sources of Supply. This justification is written IAW FAR 8.405-6(b). This is a new order for specialized equipment using GSA schedule GS-24F-0022N. Heim Data Systems is the sole manufacturer of the equipment for procurement. III. Description of the Supplies/Services Required To Meet the Agency's Needs The equipment required to meet the need is; •4 each model D5200/1 (ref HS100-5200/1)High Speed data recorder mainframes, • 4 each data recorder media protection cartridges (ref HS100-2725) • 12 each model DBM 12 (ref HS120-0114) blanking modules, • 2 each model MRG41 (ref HS110-3036) PCM telemetry modules. The cost estimated total for the order is $173,000. Expect a complete delivery schedule of 10 weeks. IV. Identification of the Justification/Rationale for Limiting Sources and Demonstration of the Contractor's Unique Qualifications to Provide the Required Supply/Service FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1. In addition, DFARS 208.405-70(c)(1) requires that all orders exceeding $150,000 be placed on a competitive basis (by providing a fair notice of the intent to make the purchase) unless a written determination is justified and approved. The specific circumstance that justifies restriction for this acquisition is FAR 8.405-6(a)(1)(i)(B). FAR 8. 405-6(a)(1)(i)(B) Only one source is capable of responding due to the unique or specialized nature of the work. The equipment request (airborne avionics data recorders) is to expand an existing proven B-2A flight test data collection system capability from two to four identical platforms. Not procuring the specified data recorders will greatly impact the test organizations ability to execute multi-objective flight test objectives in the future. Rational for procuring identical data recorders is to sustain one maintainable capability type that is user configurable allowing for cross- utilization of existing resources. Since 2004 in access of $2.5 M has been invested developing the proven data collection capability that enables the user to configure the Zodiac recorder for specific data types. Purchasing the specified data recorders from Zodiac Data systems maintains the proven plug and play capability. The plan has been to utilize existing media cartridges (>$10K ea) and data modules (>$10K ea) to complete the final stages of fielding four complete data collection platforms. Introducing different equipment would require a significant redesign and validation process for an undesired additional airborne data platform configuration. Additional equipment will need to be procured to support and maintain the product. Spares would need to be considered for purchase to maintain the readiness. Training will need to be addressed. Establishing technical support for out-of-scope field maintenance would be one of many logistic issues that would need to be established. Airborne Data Recorder vendors do not design their equipment to be truly compatible with another competitor's equipment.
