- On or about January 31, 2012, the General Services Administration (GSA) anticipates issuing a solicitation for third-party software development services to design, develop and deliver the software code for the 2 nd Migration Group of the System for Award Management (SAM). T his software development will encompass the functionality of the existing Electronic Subcontract Reporting System (eSRS), Federal Funding Accountability and Transparency (FFATA) Sub-award Reporting System (FSRS), and the Catalog of Federal Domestic Assistance (CFDA). GSA will issue this solicitation on GSA's eBuy ( https://www.ebuy.gsa.gov/advantage/ebuy/start_page.do ) as a small business set-aside against Information Technology (IT) Schedule 70 in accordance with interim Federal Acquisition Regulation (FAR) rule as captured in FAR Case 2011-024 implementing section 1331 of Public Law 111-240, the Small Business Jobs Act of 2010, which provides agencies with the legal authority to set aside orders placed against multiple-award contracts.
