- This synopsis modification changes the total duration of the contract, including options, to five years instead of three. All other conditions remain the same as the original synopsis issued on 01/04/2012. This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for a Combination Firm-Fixed Price (FFP) and Indefinite-Delivery / Indefinite Quantity (IDIQ) Maintenance and Repair Services to the Direct Digital Controls Systems at the Portsmouth Naval Medical Center, and Its Outlying Clinics in the Hampton Roads Area. The work includes, but is not limited to: maintenance, repair, alteration, demolition and minor construction for the Direct Digital Control Systems at Naval Medical Center Portsmouth (NMCP) and its outlying medical and dental clinics located at Norfolk Naval Station, Naval Security Group Activity Northwest, Yorktown Naval Weapons Station, Little Creek Amphibious Base, Naval Air Station Oceana, Fleet Combat Training Center Dam Neck, and the Norfolk Naval Shipyard and in locations within a 50 mile radius of the above locations. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to fulfill the requirements of this contract and each task order issued by the Contracting Officer in a timely manner with safety as a high priority and quality work as a final product. The contract term will be a base period of one (1) year (or less depending on start of performance period) plus two (4) option years. Only the base period of the contract will offer a minimum guarantee. The minimum guarantee is the firm fixed price portion of the base year. NAICS Code: 238210; Annual Size Standard: $14 M Competition Requirements: Full and Open Competition Procurement Method: BEST VALUE TRADE OFF PROCESS SOURCE SELECTION: This process allows for a tradeoff between non-cost/price factors (i.e., technical, past performance, small business, and safety) and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. Type of Contract: Indefinite Delivery, Indefinite Quantity The total estimated cost for this contract (base year plus all option years) is between $1,000,000 and $5,000,000.
