Description
RFP-TDAT-012-12 Amendment 0003 NOTE: THE CLOSING TIME HAS BEEN EXTENDED. The Federal Bureau of Prisons, Transitional Drug Abuse Treatment Contracting Office, Washington, D.C. is seeking offers from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services. In addition to providing treatment services for dual diagnosed clients (clients diagnosed with substance abuse and mental health illness), contractors must be able to provide treatment services for clients who only have a mental health diagnoses and clients who only have a substance abuse diagnoses. The mental health services or any other service can be subcontracted to another licensed contractor. The contractors will provide services in Brooklyn, New York and in Manhattan, New York. For services in Brooklyn, the physical location of the treatment services are to be no further north than Tillary Street, no further east than Flatbush Avenue, no further south than Bergen Street, and no further west than Clinton Street. For services in Manhattan, the physical location for treatment services are to be no further north than 125th Street, no further east than 1st Avenue, no further south than Houston Street, which runs west into Hudson Street, and no further west than Hudson Street, which changes into 9th Avenue and then Broadway Avenue. The northwestern boundary is 125th Street and Broadway; the northeastern boundary is 125th Street and 1st Avenue. The southeastern boundary is East Houston Street and 1st Avenue, and the southwestern boundary is West Houston Street and Hudson Street. The location of the services should be accessible to local Public Transportation (if available). Performance periods under this contract will be for a one year base period to begin on October 1, 2011 with four (4) one-year option renewal periods with services ending (if all options are renewed) on September 30, 2016. The services required for this contract include a Base Period, Option Year One, Option Year Two, Option Year Three, and Option Year Four respectively. The Following services are required and may be sub-contracted to another licensed contractor. The requirements for Transitional Drug Abuse Treatment and Mental Health Services for male and female Federal offenders include: Base Year Guaranteed Minimum: Estimated number of inmates = 316 Intake Assessments (one per inmate) for 316 inmates = 316 assessments Individual Counseling Sessions (30 minutes = 1 unit) 24 units (per inmate) x 316 = 7,584 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 316 = 22,752 units Psychiatric Health Intake & Assessment = 1 report per inmate x 20 inmates = 20 reports Mental Health Intake and Assessment (one per inmate) for 8 inmates = 8 units Individual Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 8 inmates = 192 units Group Mental Health Counseling (30 minutes =1 unit) 12 units per inmate for 28 2010, No Master's Required) Revised March 2011, Northeast Region, Philadelphia, Pennsylvania. The request for proposal will be available on or after July 7, 2011 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. Faith-Based and Community -Based Organizations can submit offers/bids equally with other organizations for contracts for which they are eligible. This requirement is unrestricted.
