- Pre-Solicitation Notice The US Army Corps of Engineers, Detroit District, intends to solicit for navigation dredging at Sheboygan Harbor, Wisconsin. General Information: Location: Sheboygan Harbor, Wisconsin This project is a 100% small business set aside. The Government plans to issue a firm fixed price contract. Range of Construction Cost Estimate: From $5,000,000.00 to $10,000,000.00 The estimated award date of the contract is April, 2012. The contract shall be completed by 30 September 2012. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990 (other heavy and civil engineering construction). The small business size standard for this requirement is less than $33,500,000.00 Million in average annual receipts for the past three years. In order for interested contractors to conduct business with the Federal Government, contractors must register their firm at the Central Contract Registration (CCR). Contractors can access the CCR for free at http://www.ccr.gov. Evaluation Criteria: This will be a Best Value solicitation, where the basis for award is made through a tradeoff process. The Technical evaluation will consider Performance Capability such as an offeror's technical approach, proposed schedule, experience qualifications, and other considerations as described in the sub-factors, elements and other considerations. The Past Performance evaluation will consider such things as an offeror's business practices, customer relationship, ability to successfully perform as proposed and other considerations as described in Performance Sub-factors, elements and other considerations. The Government will overall evaluate the proposals in accordance with the following criteria: Technical Capability and Past Performance, where Technical is significantly more important than Past Performance and, when combined, Technical Capability and Past Performance are approximately equal to Price. Project Description: Mobilize and work within the Federal Navigation Channel lakeward of the Eighth Street Bridge. The required depths are expected to be between 11.0' and 15.0' below Low Water Datum. An estimated 170,000 cubic yards of shoaled material will be removed. Property for access to the river's edge and placement of equipment for transferring dredged materials from scows or other marine hauling equipment to land hauling equipment is provided by the Government. The Contractor will be required to treat the dredged material with a drying agent to remove excess water prior to hauling material to the placement area. The dredged material shall be transported and placed at a Government furnished upland placement site located approximately 8 miles from the Harbor.
