Description
Naval Sea Systems Command (NAVSEA) intends to negotiate and award a contract on a sole source basis to Kollmorgen Corporation, Electro-Optic Division, 50 Prince St., Northampton, MA 01060 for the procurement of Universal Modular Masts (UMMs). This proposed contract is in support of the UMM Program and includes procurement of UMM systems, major shore spares, and engineering services. This procurement will satisfy requirements for VIRGINIA Class Block III production for the period of Fiscal Year (FY) 12 through FY14. The base contract will be for two VIRGINIA Class Ship-sets of eight (8) UMMs each for a total of 16 UMMs. Option year one (FY13) also includes two VIRGINIA Class Ship-Sets of eight (8) UMMs each for a total of 16 UMMs. Options two and three (FY14) include the procurement of eight VIRGINIA Class Major Shore Spares each. The 16 unit requirement is separated into two separate options to facilitate award of 8 units if full spares funding is not available. In addition, this procurement will also include 142,000 man hours of associated engineering services to provide for test, evaluation, integration, installation and deployment of UMM systems. UMM systems and major shore spares will be procured on a Firm Fixed Price (FFP) basis and engineering services will be Cost Plus Fixed Fee (CPFF). This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 (a)(2)(ii). No solicitation documents exists, but parties who believe they are capable of meeting this requirement are encouraged to submit a statement of capabilities to contract specialist Ryan Hackett by email at ryan.hackett1@navy.mil. The Government will not pay for any information received and the information will only be used by the Government in considering whether or not to conduct a competitive acquisition.
