- The Tennessee Army National Guard located at 3041 Sidco Drive, Nashville, TN intends to issue an Request For Proposal (RFP) on or about January 15, 2012 to award a single, firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to operate a dining facility located at the Volunteer Training Site, Smyrna, TN. The successful offeror shall manage the daily operations of the dining facility in accordance with all applicable health code, all army regulations and the statement of work provided in the RFP. The North American Industry Classification System (NAICS) code for this work is 722310. The small business size standard is $35.5 million dollars. This project is subject to the Randolph Sheppard Act and is being solicited as an SMALL BUSINESS SET-ASIDE. The tentative date for the pre-proposal conference at the training site in Smyrna, TN is To Be Announced (TBA). Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The cut-off date for all questions for the pre-proposal conference will be announced in the solicitation, they shall be submitted via e-mail (preferred) to randal.halbrooks@us.army.mil l or fax to (615)313-2659. Actual dates and times will be identified in the solicitation. The award will be based on a best value trade off process. Interested offerors must be registered in the Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. Place of performance is the Tennessee Army National Guard Volunteer Training Site in Smyrna, TN.
