- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: Marlo Manufacturing CO, Boonton, NY 07005 THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1) FAR Statutory Authority cited: 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirements. 2) Nature and description of the supplies or services required to meet the agency's needs: Custom design Hot Food Serving Counter 80"L by 30"W, for integration in a COMMZ Kitchen Shelter, constructed with a 14 gauge stainless steel top with five individually controlled and fully insulated 900W, 208/60/3 food wells, quantity 2 each. Custom design Mobile Counter for integration in a COMMZ Kitchen Shelter, constructed with channel edge, a stainless steel body, adjustable middle shelf and bottom to measure 72" by 30" by 34"H, quantity 2 each. Custom design 72"L, 16 gauge stainless steel V edge tray slide with fold-down brackets for use with existing counters, for integration in a COMMZ Kitchen Shelter, quantity 2 each. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The design and drawing for these food serving counters are proprietary with a patent pending to Marlo Manufacturing. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Other prototypes from other companies were considered; however, their design did not meet the specifications for the COMMZ Kitchen Shelter. 5) Any other facts supporting the use of other than full and open competition: As stated above, based on the testing and design of the food serving counters, Marlo Manufacturing has a patent pending proprietary design. 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Even though the food serving counters are only exclusively available from Marlo Manufacturing, there are other appliances required for the COMMZ Kitchen Shelter that will be solicited on a competitive basis Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army RDECOM Contracting Center, Natick Contracting Division via e-mail to: greg.n.wilson@us.army.mil no later than 9:00 a.m. on Janurary 16, 2011.
