Description
The Department of Veterans Affairs Medical Center, Central Acquisition Service (CAS), Veterans Integrated Service Network (VISN- 6), Hampton, Virginia is seeking potential sources capable of analyzing current procedures and production rates of all housekeeping personnel within each of the eight (8) (VISN-6), VA Medical Center facility locations using a Task Frequency Analysis (TFA) workbook that the Environment Programs Service (EPS) provided the field with. This workbook is based on International Sanitary Supply Association (ISSA) standards and the cleanable square footage of the different types of areas that must be cleaned in order to keep a facility sanitary. The data output from this report could identify new full time equivalent (FTE) requirements, new duty standards, and production rates that can be compared to our existing standards and production rates. The contractor shall provide all labor, equipment, supplies, supervision and any additional items necessary to provide an accurate Task Frequency Analysis (TFA) of the current day-to-day cleaning procedures of all the housekeeping staff for all (8) VISN-6 VA Medical Center locations listed: VAMC Ashville, NC, Durham, NC, Fayetteville, NC, Salisbury, NC, Hampton, VA, Richmond, VA, Salem, VA and Beckley, WV. Contractor shall use EPS provided TFA workbook to conduct this analysis report. The contractor will take into account each specific area's cleanable square footage (what is deemed an area will be decided by the Contracting Officer Technical Representative (COTR) and what ISSA tasks are done by Housekeeping personnel within that cleanable square footage. All cleanable square footage that a facility has will be analyzed by the Contractor except for the area's that the facility has already completed. Period of performance is from date of award through March 31, 2012. Contractor analysis work schedule shall be Monday through Friday from 08:00-16:30 daily, no weekends or Holidays. The Contractor shall deliver a Project Work Plan for the agreed upon task within ten (10) working days after date of contract award. Contractor shall hold a kickoff meeting no later than five (5) working days after date of award. The contractor will be available to analyze all personnel working shifts at each facility as needed. The TFA workbook is in accordance with current ISSA standards and must be utilized to complete this report. The COTR shall provide additional documentation and materials to be used with VHA-tailored requirements, process, plans, and procedures within the framework of completing a TFA. The COTR shall review the first VA facility analyzed for correctly reflected FTE output data by contractor's work. He will then approve the contractor to proceed to the next VA facility. The applicable NAICS Code is 541990 / All Other Professional, Scientific and Technical Services / size standard $7.0Mil. No formal solicitation document exists at this time. Please provide a Capability Statement to this sources sought notice to include the following: name and address of company; business size (large or small); identify whether or not firm falls into any of the following socioeconomic categories - 8(a), HUBZone, Service Disabled Veteran-Owned; firm's experience in providing TFA Services meeting VAMC requirements in a professional setting and any other pertinent information, which demonstrates ability to meet the above requirement.
