Description
US Customs and Border Protection (CBP) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1, with HEIN ONLINE for access to an online subscription of HEIN ONLINE CORE COLLECTION. ***Sole Source determination is based on HeinOnline has two online library collections: an image-based Law Journal Library collection, which contains nearly 370 of the top academic legal periodicals, as well as the Federal Register Library, which is also image-based and contains pre-1981 coverage of the United States Federal Register. One of the most advantageous features of HeinOnline is that, being image-based, it provides exact page images, enabling the researcher to view all 7.5 million pages currently available in HeinOnline as they originally appeared in hardcopy this includes all charts, graphs, and photographs. Other online legal periodical databases do not currently deliver articles in an image-based format, this is important to CBP end-users because the authentication of the text to the original article; charts, graphs, and photographs will not compromise the final research results. HeinOnline is the only legal periodical databases that supplies post-1980 coverage, of it journals from inception to the most current volume allowed under a contract between Hein and the journal publisher. This provides easy access to the most influential law review articles ever written. HeinOnline also provide coverage all the way back to the inception of the Federal Register in 1936, and additional releases will include post-1980 coverage. CBP's Legal researchers have a requirement to search legal citations for court related issues not only in plain text but also in images such as pictures, tables, graphs and footnotes and these images are where they belong within the HeionOnline database. The authentication of this image-based information to CBP's legal researcher when present cases in court and without this tool these cases could be jeopardized and affect CBP's mission. HeinOnline is the world's largest imaged-database that will provide CBP end-users with full-text searching that is available in all of its collections, the Bluebook Citations that quickly delivers articles and documents and the HeinOnline Scholarcheck uses citations analysis to show the most significant law review articles; all useful tools in one location. The HeionOnline database provides access to U.S. and International Law Journals. ***Delivery shall be FOB Destination, Washington, DC, and is required within 30 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 519130. ***The Government intends to solicit and negotiate directly with Hein Online. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities via email. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by January 20, 2012 at 7:00am EST, an award shall be made to Hein Online.
