- Notice of Intent: Mission and Installation Contracting Command, Fort Belvoir, VA intends to issue a sole source award to ASM Research, Inc. located at 4050 Legato Road, Suite 1100, Fairfax, VA, 22033, for a period of twelve months, from the date of award through 31 December 2012, and two option years for twelve months, for the transition support services for the Defense Acquisition University's (DAUs), student registration and records capabilities system, Army Training Resource Requirements System (ATRRS) to a new commercial Student Information System(SIS) product. ASM Research, Inc. is the only responsible source and no other supplies or services will satisfy agency requirements. The action is being processed in accordance with FAR 6.302-1(a)(2)(iii)(A)(B) only one responsible source, and solicited in accordance with FAR 12, Acquisition of Commercial Items, as the Government believes that there will be unacceptable delays in fulfilling the agency's requirement. A justification for sole source has been prepared in support of this acquisition, and market research has revealed that there is no other available source that can immediately fulfill the existing requirement outside of the currently performing contractor. Mission and Installation Contracting Command, Fort Belvoir, VA., intends to procure services as required to fulfill the mission and need of DAU. The North American Industrial Classification System (NAICS) code is 541618 for this requisition. ASM Research, Inc. is considered a large business. This is not a request for competitive proposals. If you feel your firm can provide these services, please submit a capabilities statement by 2:00 PM EST, 13 January 2012. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed action is solely within the discretion of the Government. Information received is solely for the purpose of determining whether to conduct a competitive acquisition. The Government reserves the right to issue a Request for Quote (RFQ) as a result of this announcement. Please be advised that this announcement may constitute the only notice that will be posted for this acquisition, based on the review of any responses to this notice.
