Description

This market survey- sources sought synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. AMENDMENT 0001 The purpose of this Amendment is to revise the first paragraph on the last page of the attachment titled, �FACILITIES REQUIREMENTS �. The paragraph was revised as follows: From: �The contractor shall be located within 60 minutes of NSWC Crane � To: �The contractor shall be located within a four hour drive time one-way to NSWC Crane, 300 Highway 361, Building 3168, Crane, Indiana 47522 � From: �60 mile area � To: �200 mile area � ORIGINAL The Government is issuing this request for information/sources sought announcement solely for informational, planning purposes, and market research in accordance with FAR Part 10. This sources sought is seeking interest from businesses capable and interested in performing radar restoration in support of AN/SPS-48, AN/SPS-49, AN/SPS-40, AN/SPS-67, AN/SPS-73, AN/SPQ-9, AN/SPG-62, and MK-82 Radar systems. All responses may be used to determine the appropriate acquisition strategy for future acquisitions. No award will be made from this sources sought. A solicitation may be available at a later date; therefore, do not request a copy of a solicitation at this time. Naval Surface Warfare Center (NSWC) Crane is not seeking proposals and will not accept unsolicited proposals. This availability is geographically restricted to a facility located within an area no greater than a four hour drive time one-way to NSWC Crane, 300 Highway 361, Building 3168, Crane, Indiana 47522. Note that transport vehicles must enter through the contractor approved entrance (Gate #4 or a.k.a. Crane Gate). The anticipated Ordering Period will be five years from the effective date of the contract. The scope of the acquisition is for the maintenance and repair of various radar systems. This work may include, but is not limited to: 1.Shipping systems to/from NSWC Crane 2.External Inspections 3.Internal Inspections/Initial Test/Disassembly 4.Pricing Submission 5.Paint Preparation 6.Painting 7.In Process Inspections 8.Reassembly 9.Final QA 10.Program Management 11.Parts Management 12.Configuration Management 13.Quality Program (ISO 9001) 14.Systems Engineering The physical tasking may include inspection, disassembly, paint preparation, painting, reassembly, initial testing at the contractor �s facility, final inspection and acceptance at NSWC Crane, and transportation of the systems/components from/to NSWC Crane. Interested businesses will indicate a willingness to establish price lists as part of the proposal process for the �hands-on � portions of maintenance and repair services. After contract award, the contractor shall adhere to the price lists agreed upon during contract negotiations. Please see the attached document titled, �FACILITIES REQUIREMENTS � for imperative information in regards to the maintenance and repair in support of radar systems. Your response must include the following: (a) A positive statement of your intention to submit a Request for Proposal for this solicitation as a prime contractor. (b) Evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and e-mail addresses or telephone numbers. At least two references are requested, but more are desirable. Responses to this RFI shall be submitted via letter or email no later than 8 February 2012, at 2:00 PM Eastern Standard Time to Elizabeth.fleetwood@navy.mil or by fax at (812) 854-1557. The Government will NOT be responsible for any proprietary information not clearly marked. Responses to the RFI shall include the following: Company Name Submitter �s Name Street Address, City, State, NINE-Digit zip code Point of Contact (POC) POC Telephone and facsimile numbers At the current time, NO FUNDING IS AVAILABLE for contractual efforts. Contractors are reminded that should this acquisition become a Small Business set-aside that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern.
