- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The Internal Revenue Service (IRS) is conducting a market survey to determine the availability and technical capability of qualified sources to provide Q-matic client ticket printers, printer table stands, software configuration and hardware maintenance. The IRS is only seeking responses from qualified sources that can provide the required Q-matic brand products and services. Q-matic queuing management systems are currently installed in approximately 400 existing IRS locations and use proprietary hardware and software that cannot be duplicated, substituted or serviced by another manufacturer brand. The IRS is seeking qualified HUBZone small businesses and/or service-disabled veteran-owned small businesses; in the event that there are no qualified HUBZone or service-disabled veteran-owned small businesses, the IRS may use the information obtained from this notice to assess the viability of alternative acquisition strategies. The applicable North American Industry Classification System (NAICS) code for the proposed acquisition will be 541512, Computer Systems Design Services. DESCRIPTION OF PRODUCTS AND SERVICES Q-MATIC TP 3115 Touch Screen Client Ticket Printers Q-MATIC TP Ticket Printer Table Stands Software Configuration (Hourly) Q-MATIC Hardware Maintenance All responses must include the following information: (1) Company Name and Address (2) Point of Contact Name, Phone Number and E-mail Address (3) Business Size (e.g. Small, Other Than Small) (4) Business Classification (e.g. Small, Small Disadvantaged, HUBZone, 8(a), Service-Disabled Veteran-Owned, Woman-Owned Small Business - Evidence of Certification must be provided as applicable in accordance with FAR Part 19, Small Business Programs) (5) Information Regarding Any Existing Government Purchasing Vehicles that may be applicable (e.g. GSA Schedule Contracts, Government-Wide Acquisition Contracts (GWACs), Blanket Purchase Agreements (BPAs), etc.) (6) Capability Statement that demonstrates the company's ability to provide the required products and services and includes clear and comprehensive information supporting the company's expertise and experience. Responses to this notice shall be in writing and shall not exceed 3 pages. Responses shall not contain any brochures, advertising or any other type of extraneous, graphic literature or documents that have not been requested and are not relevant or essential in demonstrating the company's ability to provide the required products and services. Vendors may include references to accessible websites that provide the requested information or contain other relevant data. Vendors who are capable of fulfilling this requirement and wish to provide a response to this notice may submit their response by e-mail to michael.a.crawford@irs.gov no later than 2:00pm (Eastern Standard Time) on Thursday, January 19, 2012. The reference number for this notice is IRS-OSAPI-12-52. This notice is not a Request for Quotes and is intended as a market research tool to determine the availability and adequacy of potential sources that are capable of providing the required products and services. Any information submitted by respondents to this notice is strictly voluntary. Proprietary information submitted in response to this notice should be so marked. The Government shall not be liable for, or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with all applicable Government regulations. All documentation shall become the property of the Government. The Government will not pay for any information that is submitted by respondents to this sources sought notice. This notice should not be construed as a commitment by the Government for any purpose; it is solely market research. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on any responses received from this announcement.
