- The National Park Service, Northeast Region, Major Acquisition Buying Office in Philadelphia, PA intends to enter into negotiations with Shapins Associates, Inc. (Dba Belt Collins West, Ltd.), 4999 Pearl East Circle, Suite 100 Boulder, CO 80301 on a sole source basis, via a modification to Contract C4506090028, to procure additional planning services to support the Secretary of the Interior's Great Urban Park Initiative and the Gateway National Recreation Area General Management Plan/Environmental Impact Statement (GMP/EIS). The purpose of this action is to help meet the goals and requirements currently being crafted to develop a new vision for Jamaica Bay by the National Park Service, Park Planning & Special Studies Program and the City of New York. The Government intends to solicit and negotiate this requirement on a sole source basis under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, any and all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
