SPECIAL NOTICE 12-23 MOBILE HOTSPOTS PROPOSERS' DAY CONFERENCE DARPA will host a Proposers' Day Conference for the Mobile Hotspots program on February 14, 2012 at System Planning Corporation, 3601 Wilson Blvd, 6th floor, Arlington, VA 22203 from 9:00 AM to 12:30 PM in support of the Broad Agency Announcement (BAA) DARPA-BAA-12-23 (expected to be released prior to the Conference). The purpose of this conference is to provide information on the Mobile Hotspots program; promote additional discussion on this topic; address questions from potential proposers; provide a forum for potential proposers to present their capabilities for teaming opportunities; and, following the Conference, conduct pre-scheduled one-on-one meetings with the Program Manager as described below. PROGRAM OBJECTIVE AND DESCRIPTION: DARPA anticipates releasing the BAA for Mobile Hotspots with the objective described in this section. The objective of the Mobile Hotspots program is to design, build and test a scalable mobile communications backbone with the capacity and range needed to connect the dismounted warfighter with FOBs, TOCs, remote ISR sources, and fixed communications infrastructure. The program envisions aerial, mobile and fixed assets-most of which are organic to the unit-that provide a gigabit-per-second tactical backbone network that extends capacity to the lowest echelon warfighters. The program leverages recent availability of commercial components to build millimeter-wave point-to-point links operating at E-Band frequencies (71-76 GHz and 81-86 GHz) to form the high capacity backbone. However, the program moves beyond commercial capabilities by developing the pointing, acquisition and tracking (PAT) technologies needed to provide high connectivity to the mobile hotspots and by increasing transmit power to provide sufficient ranges within the small size, weight, and power (SWAP) constraints required for company-level unmanned aerial vehicles (UAVs). The program will also leverage advances in efficient power amplifiers at E-Band frequencies to achieve the equivalent isotropically radiated power (EIRP) needed to meet the range goals with small steerable antennas. The Mobile Hotspots program will develop and demonstrate the networking functions needed to form and maintain a backhaul network and provide reliable end-to-end data delivery among the hotspots as well as from ISR sources and command centers to the hotspot users. Functions include the node discovery mechanisms, topology management, QoS-based routing, and reliability mechanisms of the backhaul network. Each mobile hotspot contains a commercial radio (e.g. WiFi, WiMax) for a cost-effective demonstration of the high capacity backbone and its ability to support multiple users, as well as the exfiltration and dissemination of ISR information. REGISTRATION INFORMATION: Participants must register no later than close of business (5:00 PM ET) February 9, 2012, by sending an email with full name, organization, address, telephone number, and email address of attendees to: DARPA-BAA-12-23@darpa.mil. The word "PROPOSERS DAY" must appear in the subject line of the email. There is no registration fee for attending this conference. Due to space limitations of the conference facility, attendance will be limited to the first 80 registrants, and no more than 2 representatives per organization. The Proposers' Day will be unclassified and open to the general public. All attendees will be required to present government issued photo identification upon entry to the event. Additionally, all US Citizens are required to submit a US Citizenship Verification form in order to attend this conference. Non-US citizens are required to submit a DARPA Form 60 "Foreign National Visit Request". Forms will be emailed upon receipt of registration. The completed Citizenship Form or DARPA Form 60 must be returned to: DARPA-BAA-12-23@darpa.mil, no later than close of business February 9, 2012. The attendance roster will be released to all attendees after the conclusion of the conference. If your name should not appear on the attendance roster you must so state in email to DARPA-BAA-12-23@darpa.mil. The Proposers' Day does not constitute a formal solicitation for proposals or proposal abstracts. Attendance is voluntary and is not required to propose to any potential related Broad Agency Announcements or potential research solicitations on this topic. DARPA will not provide reimbursement for any costs incurred to participate in this Proposer's Day. Additionally, attendees who would like to present company overviews, discuss their technology expertise, and/or discuss teaming opportunities in scheduled presentations at the conference may request to do so. Presentations may contain 4 slides and are limited to five (5) minutes each (including logistical issues). Proposers desiring to reserve a time to present at the Proposers' Day Conference should send email to DARPA-BAA-12-23@darpa.mil no later than February 7, 2012. The words "COMPANY OVERVIEW" must appear in the subject line of the email. All material to be displayed at the conference must be approved in advance by both the organization that funded the research and the DARPA Program Manager. The DARPA Program Manager will screen the proposed material for sensitive but unclassified material and approve in advance any presentations. It is the presenter's responsibility to ensure that all material they plan to present at the Proposers' Day Conference has been approved by the funding organization in advance. An electronic copy of all material to be presented must be provided to the DARPA Program Manager for review by February 7, 2012. There will be no exceptions to this requirement. ONE-ON-ONE MEETINGS WITH THE PROGRAM MANAGER: Afternoon one-on-one meetings with the DARPA Program Manager will be held at Science and Technology Assoc., 4100 N. Fairfax Dr., Ste 910, Arlington, VA beginning at 1:00 pm. The one-on-one sessions starting at 1:00 pm with the DARPA Program Manager, Dr. Richard Ridgway, can be scheduled individually by sending an email to DARPA-BAA-12-23@darpa.mil requesting a time for a one-on-one meeting with the PM. The words "ONE-ON-ONE MEETING" must appear in the subject line of the email.
