Description
THIS NOTICE IS PROVIDED FOR INFORMATION ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W31P4Q-12-R-0049. The US Army Contracting Command- Redstone, on behalf of the Aviation and Missile Research, Development and Engineering Center (AMRDEC), Weapons Development, and Integration Directorate (WDID), has a need to continue and complete the Extended Area Protection and Survivability (EAPS) Integrated Demonstration (ID) Program. The proposed contract will be a follow-on contract to W31P4Q-08-D-0017 and will be utilized to complete the test and demonstration of the subsystems comprising the EAPS ATO Battle Element (BE). The follow-on contract for the EAPS Integrated Demonstration (ID) Program seeks hardware design and integration of the critical technologies into a functional unit to demonstrate interception and negotiation of RAM threats in flight. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), "For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in A) substantial duplication of cost to the Government that is not expected to be recovered through competition; or B) Unacceptable Delays in fulfilling the agency's requirements." This requirement is anticipated to be awarded on a Sole Source basis to Northrop Grumman at 213 Wynn Drive, Huntsville, AL 35804, via a new four-year, Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) type contract under NAICS 541712. This synopsis will close on 30 January 2012 at 3:00 p.m. Central Standard Time. Oral communications are not acceptable in response to this notice.
