- The Coast Guard (CG) Research and Development Center (RDC) is a strategic CG resource and the sole CG facility performing research, development, test and evaluation in support of the CG's major missions of Maritime Law Enforcement, Maritime Safety, Marine Environmental Protection and National Security. RDC supports CG acquisition and regulatory processes and strives to improve the efficiency and effectiveness of CG operations and resources. RDC is also the CG's principal systems analysis center supporting key acquisition decisions. In response to the CG's ability to conduct responsive and cost-effective modeling and simulation (M&S) to support CG decision, CG established a M&S Center-of-Expertise (COE) at the CG RDC in New London, CT. M&S COE activities are focused on data analysis, modeling and simulation based operations research, and sensor performance prediction. Tasking for this procurement will involve operations research and mathematical modeling support services requiring the coordinated integration of experience and expertise to be applied to the following RDC functional areas: 1. Anaylsis of Specific Systems or Technologies; 2. Mission/Engagement Level Analysis; 3. Campaign, Resource Allocation, and Force Planning Analysis; 4. Sensor Performance Modeling, Validation, and Analysis; 5. Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR); 6. Analysis of Human Factors; 7. Data Development, Analysis, and Visualization and 8. General Operations Analysis Support Tool Development. This procurement is being solicited based on unrestricted full and open competition. It is anticipated that the solicitation will result in a single award indefinite-delivery indefinite-quantity contract with cost-plus-fixed-fee provisions. Task orders will be issued on a term or completion form basis. The resultant contract will have a five-year period of performance. It is anticipated that award will be made on initial offers. Offers will be evaluated and award will be made to the responsive and responsible offeror who provides the best value to the Government based on the technical proposal and cost/business proposal. Technical proposals will consist of Technical Understanding and Management Approach, Staffing, Corporate Experience, and Past Performance. The NAICS code for this procurement is 541330; small business size standard $4.5M. All responsible offerors may submit an offer, which the CG will consider. To be eligible for award, offerors must be registered with the Central Contractor Registration at http://www.ccr.gov/. It is anticipated that the solicitation will be available at Federal Business Opportunities at www.fbo.gov by February 1, 2012. Proposals will be due forty-five days after solicitation. Paper copies of the solicitation will not be issued.
