Description
12 February 2012 RFQ# ASL_SAP_001_2012 COMSUBPAC DET ASL (ASL) requests a BUDGETARY quote for the following project: SSN 688I Class ORCA HF Sonar Tactical/"Mission" TEMPALT Data Package (TDP): Overview: ASL is developing the ORCA HF Sonar Processing system for 688I Class and is revising TEMPALT package number 2009022. References: (a) Technical Requirements Manual for Temporary Submarine Alterations, Third Revision with ACN-2, dated 22 November 2011. (b) Technical Data Package (TDP), Temporary Alteration 2009022, SSN 688I High Frequency Sonar Ice Keel Avoidance. (c) Technical Data Package (TDP), Temporary Alteration 2010035, SSN 21 Class ORCA. (d) Federal Acquisition Regulations (FAR), Parts 13 and 15. 1. Top-Level Summary of Project - Vendor Generate Tempalt Development Package (TDP) product, including: a. Develop mechanical detail and arrangement drawings: (1) Develop calculations for equipment fasteners and foundations. (2) Develop weight and moment data for submission as part of the TempAlt Technical Data Package (TDP). b. Develop cable diagrams and cable routing drawings: (1) Identify available EHP's. (2) Develop wiring tables. c. Provide liaison to NAVSEA for comment adjudication as required to support the approval process. c. Provide a mechanical and electrical engineer to participate in system installation. d. Provide a mechanical and electrical engineer to participate in system removal. 2. Scope of Work/Deliverables - a. Preliminary Design - Update current ORCA TDP design according to lessons learned from recent deployments, including incorporation of all existing Departures (~ 6 Electrical, ~ 6 Mechanical), including Keyboard/monitor issues. Some specific issues identified: (1) Power panel wiring options for up to ten (10) power panels (to be listed by ASL). (2) Migrate design to fit common server tower as shown in ref. (c). (3) Identify option to wire in to ‘spare' ARCI server for Human Machine Interface at 4005 console. (4) Identify location for ORCA spare parts (Approximately 10 Units of 19-inch rack mount equipment). b. Deliver NAVSEA-Approved ORCA Tempalt Data Package (TDP) to ASL. c. Purchase and provide all hardware, software, equipment, fasteners, and spares required to complete installation. d. Provide Operational Guidelines (OpGuidelines) which cover (at a minimum) procedure to shift back and forth from Legacy HF to Standalone "ORCA" HF. e. Provide ASL with complete pdf and solid-modeling (DWG or Inventor preferred) documentation on CD/DVD-ROM. f. Vendor Labor, travel, and per diem for Installation in San Diego area, sometime between Late September and end of October 2012. Participation by one mechanical and one electrical engineer is required. Installation will include a benchmark test (Ship's force Maintencance Requirement Card) of Legacy HF Sonar equipment prior to breaking the fiber connection to the equipment in the sail. Quote for installation includes vendor engineering to co-develop maintenance MOA/MOU with local maintenance activity. ASL will provide On-Site-Government Representative/AIT sponsor. g. Vendor Labor, travel, and per diem required for equipment removal in Groton Connecticut area, to take place in early December 2012. Participation by one mechanical and one electrical engineer is required. Removal will include benchmark test of Legacy HF Sonar system upon restoration of ship's original condition. Quote for removal includes vendor engineering to co-develop maintenance MOA/MOU with local maintenance activity. ASL will provide On-Site-Government Representative/AIT sponsor. 4. Schedule and Payment - a. Contract will be awarded using the Federal Simplified Acquisition Program (SAP), with invoicing and payments made via Wide Area Work Flow (WAWF) system. More information on WAWF is available at https://wawf.eb.mil/. As an alternative method of payment, ASL can accept invoicing and payment through Government Purchase Card (VISA). b. Milestones. ASL Engineering will approve milestones as complete and will authorize invoices for payment at the following Milestones: - MILESTONE ONE - Preliminary Design Review ~ Week of 06 March 2012. - MILESTONE TWO - Vendor Submit TDP to NAVSEA - 15 March 2012. - MILESTONE THREE - TDP Approved by NAVSEA - 15 August 2012. - MILESTONE FOUR - Installation Complete (~end of October 2012). - MILESTONE FIVE - System Removal Complete (~mid December 2012). Vendor will state in the Budgetary quotation the desired payment amounts for completion of each milestone. 5.
