Description
The purpose of this modification is to make the following changes to RFQ H92244-12-T-0065: 1) Phase III has been added to Section C. 2) Period of Performance has changed from "January 16, 2012 through February 15, 2013" to "February 1, 2012 to January 31, 2013". 3) The RFQ response date has been extended through January 17, 2012 @ 4PM EST. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-12-T-0065, and a firm fixed price contract is contemplated. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54 effective 02 December 2011. The North American Industrial Classification Code (NAICS) 611512 applies with a business size standard of $25.5M. This procurement is 100% small business set-aside. The DPAS rating for this procurement is DO-C9. All responsible sources may submit a quote which shall be considered by the agency. The government has a requirement to procure the following: Section B Schedule of Supplies and Services CLIN 0001, Basic Rotary Wing Flight Course of Instruction (COI) for up to 10 personnel, Qty: 1, Unit of Issue: Lump Sum; Period of Performance for CLIN 0001: February 1, 2012 to January 31, 2013. Place of Performance: Due to command recall requirements training must be conducted within a 50 mile radius of Naval Air Station Oceana, Virginia Beach, VA. Section C Specifications The contractor shall provide a COI that meets the following objectives: A) In Phase I of the training each student must receive 20 hours of dual flight instruction. a. The COI must focus on aircraft pre-flight and post-flight flight instruction in a manned helicopter. b. The COI must include an introduction to systems and systems management, manipulation of helicopter flight controls, basic flight maneuvers, introduction to performance charts, introduction to emergency procedures, flight operations, and off airport operations. c. The COI shall provide each student with a three dimensional tactile experience that is associated with rotorcraft flight. d. The COI shall be designed to provide flight regimes and maneuvers associated with a private pilot rotorcraft instruction. e. Flight Training shall only be conducted during daylight hours from sunrise to sunset. f. Total Number of Required Flight Hours for Phase I is 200 hours (10 students x 20 hours). B) In Phase II of the training each student must receive 20 hours of dual flight instruction. a. This portion of the COI must focus on developing advanced skills for the student. b. The COI shall focus on the sustainment of flight skills already learned in Phase I. c. The COI shall focus on practical application of aircraft performance, execution of emergency procedures, radio communications in Class C, D, and E airspace. d. The COI shall focus on navigation using dead reckoning as well as advanced navigation instruments and avionics, weather briefing pertinent to the intended flight. e. The contractor shall provide periodic oral and written examination to the students to test comprehension. f. Total Number of Required Flight Hours for Phase II is 200 hours (10 students x 20 hours). C) Phase III of the training shall be conducted concurrently with Phases I and II. During this phase of the training each student must receive 20 hours of ground instruction. a. Ground instruction is required to be focused primarily around covering the training objectives covered in this SOW. b. Total Number of Required Ground Instruction Hours for Phase III is 200 hours (10 students x 20 hours). The contractor is required to meet the following qualifications and standards: A) The contractor's facility and aircraft are required to either be FAA Part 61 or Part 141 licensed. B) Student to Instructor ratio is required to be 1 to 1. C) All of the contractor's aircraft are required to be in compliance with all of the manufacturer's service bulletins, applicable laws governing airworthiness, certification, and maintenance requirements. D) Instructors must be currently licensed by the FAA as rotorcraft flight instructors. E) Instructors must possess a current first or second class medical certificate. F) All flights involving NSWDG personnel must be performed with a fully licensed instructor. G) Flight instructor will be responsible for all pre-flight inspections of the aircraft prior to each flight. H) At a minimum the vendor must be capable of providing 25 hours of flight training per week (Monday to Friday). I) The contractor is required to comply with all local, state, and federal guidelines governing the operation and maintenance of the contractor's facility, aircraft, and certifications.
