McGowan Contract Specialist 1776 I St. NW Washington, DC 20006 Brynn.McGowan@va.gov Kelly Lynch Contracting Officer 1776 I St. NW Washington, DC 20006 Kelly.Lynch2@va.gov Solicitation Number: VA101-12-R-0041 Description/Synopsis: The Department of Veterans Affairs (VA), Office of Acquisition Operations, Acquisition Service - DC (AS-DC) is in need of Total Rewards Statement development in support of the Office of Human Resources and Administration (HRA). The Contractor shall provide strategic planning, product selection, and implementation along with training services in support of the commercial off the shelf (COTS) VA Total Rewards Statement initiative. As a part of the VA workforce transformation initiatives, the Office of Human Resources Management (OHRM), Hiring Reform Strategy (HRS) to establish a Department wide Total Reward Statement initiative designed to improve the VA's ability to attract, motivate, and retain high performing talent through clear articulation of direct and indirect compensation that strategically rewards preferred behaviors resulting in desire outcomes. The VA requires a Contractor who is capable of highlighting and clearly defining intangible benefits in order to have existing and prospective employees fully understand the total compensation package, particularly in comparison to competitors in labor markets where the VA has a presence. Additionally, this initiative will assist the VA Human Resources community in identifying gaps in the total rewards package and modifying the package as necessary to competitively position the VA in the local labor market. The Contractor is also required to develop and implement a web site specifically designed to host the Total Rewards Statement data. OAO, AS-DC is soliciting a Firm-Fixed price contract with a performance period to include a Base Year with one (1) Option Period. The NAICS Code is 561330 and the size standard is $13.5 million. Award will be based on the best value to the Government. The solicitation is Service Disable Veterans Owned Small Business (SDVOSB) 100% set aside and will be available on or about January 19, 2012. All relevant solicitation documents may be accessible to view on the date of issue at the following website: http://www.fbo.gov which will include the statement of work containing the specifications, pricing schedule, requirements and necessary information. Any amendments to the solicitation will be posted solely on this website. It is the responsibility of the offeror to verify the number of amendments issued. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database. If you are not registered with CCR, you may access at http://www.ccr.gov. Registration may be accomplished at http://www.vip.vetbiz.gov/. All interested firms must be registered in VETBIZ.GOV and Verified by VA CVE and registered in CCR to be eligible for award of Government contracts. All SDVOSB's submitting an offer to the solicitation shall make sure they are an SDVOSB concern and verified for eligibly in the V.I.P Database. For consideration, the firm must be certified prior to the submission of an offer.
