- The Army Contracting Command, Aberdeen Proving Ground, Edgewood Division intends to negotiate with Hamilton Sundstrand Corporation, Pomona, CA for the final production buy and integrated logistics support (ILS) of the Chemical Biological Mass Spectrometer (CBMS II) under the authority of 10 USC 2304(c)(1) as implemented by FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Joint Project Manager for Nuclear Biological Chemical Contamination (JPM NBC CA) has a requirement to procure a maximum of 181 CBMS II units. The CBMS II is a Component of an End Item (COEI) for the Stryker Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV). The CBMS II consists of a Mass Spectrometer Electronics Module (MEM), Sample Introduction Module (SIM), and Soldier Display Unit (SDU). The MEM uses tandem ion mass spectrometry techniques to analyze both primary and daughter ions. Analyzing the primary and daughter spectra increases detection confidence and significantly reduces false alarm rates. The CBMS II detection algorithm detects and identifies a pre-programmed library of chemical agents, while screening out common battlefield background interferents. The CBMS II is fully automated and self calibrating. The objective of this effort is to fabricate, package, and ship CBMS II hardware in support of the Stryker NBCRV Full Rate Production (FRP) program. The proposed contract will include a 56-month performance period with a 35-month ordering period. Delivery of CBMS II systems and/or spares to Anniston, AL and Auburn, WA respectively, will be required to begin not later than nine months after date of delivery order award. Integrated Logistics Support task orders may be required to update manuals, update training, and maintain compliance with DOD Information Assurance Certification and Accreditation Process (DIACAP) requirements. The CBMS II is highly specialized equipment and is configured specifically for insertion into the Stryker NBCRV. The Government does not own the technical data package. The CBMS II is a mission critical component of the Stryker NBCRV and the vehicle cannot be fielded without it installed. Therefore, CBMS II delays directly impact the delivery of Stryker NBCRVs to the Warfighter and impact the ability to perform NBC Reconnaissance missions. As the current producer of the CBMS II, Hamilton Sundstrand Corporation is the only source that can produce and deliver the CBMS II within the Government's program requirements and without substantial duplication of costs for test and integration of a new configuration. This is not a request for proposal. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
