Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA258-12-R-0178 and is being issued as request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 055-55 January 3, 2012. This acquisition is not being set-aside and the associated NAICS code is 811310 and small business size standard is $ 7.0 million. The government anticipates awarding a firm-fixed price purchase order. This RFP closes on January 17, 2012 at 3:00 PM, Arizona time. Proposal must be received on or before the closing date and time of this RFP. All responding vendors must be registered in CCR in order to receive an award. Proposals shall be delivered to: Lillian.provencio@va.gov and Suzanne.phillips2@va.gov. Contractor shall provide all the supervision, labor, equipment, and material necessary to excavate and expose existing steam and condensate piping. Contractor shall remove the casing and insulation from the condensate pipe and assess for leaks and corrosion of pipe. Contractor shall remove and replace approximately 60' of corrosion damaged piping (piping from the north elbow on the expansion loop to the building). Replacement piping shall be welded to the existing by a certified pipe welder. Contractor shall as an extension of the pipe repairs make repairs on the existing heat exchanger. The heat exchanger repairs include: replacing 2ea 2 ½" gate valves, 2ea 2" gate valves, vibration dampners (2ea) 1 ea 2" and 1ea 2 ½"; removing and installing 1ea VA provided pump & motor assembly; providing/purchasing and installing 1ea pump and motor assembly; opening, cleaning and punching tubes in 2ea tube bundles; replacing Vacuum breakers 2ea, 2ea triple duty valves 3" x 2 ½", and gaskets on both sides of the main steam relief valve. A site visit will be held on January 13, 2012 at 09:30 am Arizona time. Interested parties shall meet at Building 67 entrance. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items Lowest Price Technically Acceptable. Contractor shall propose dates for beginning and completing work in their proposal. Offeror to provide three past performance references for work of a similar scope. Offerors ability to perform the work in an expeditious manner will be evaluated. All offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
