- The Department of Veterans Affairs is seeking prime contractor construction services for Design Build to provide all labor, materials, tools, equipment, and supervision for Parking Lot A Expansion at the Department of Veterans Affairs, 510 Butler Avenue, Martinsburg, WV in accordance with the drawings and specifications. This procurement is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The work includes, but is not limited to, excavation, installation of site utilities, storm water management, electrical, concrete and asphalt work accommodating as many parking spaces as practical while maintaining a safe traffic flow and ADA accessibility. Construction is to permit intelligent storm water management, utilization of green practices such as swales, bio-retention areas, vegetated filter strips and buffers, lighting installed on 24 diameter concrete bollards, utilizing lighting methods similar to existing on campus. Estimated construction cost range is between $250,000.00 and $500,000.00. The firm must be a General Construction firm approved under NAICS: 237310, size standard: $33.5 million. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. Only SDVOSB Firms currently verified in the Veterans Information Pages (VIP) at www.vetbiz.gov are eligible to submit offers. SDVOSB firms that submit offers on SDVOSB set-asides that are not listed on VIP will be deemed nonresponsive. There will be one pre-bid site visit which will be held on February 7, 2012 @ 10:00 a.m. local time at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 308B (Conference Room), Martinsburg, WV. All interested parties are encouraged to attend the site visit. Interested parties must obtain a visitor s pass from the Police Security Office in Building 500 before reporting to the conference room in Building 308B. All questions generated from the site visit shall be submitted in writing to the contracting officer (email address: angela.burger@va.gov). No telephone inquiries will be answered. Prospective contractors are responsible for downloading plans, specifications, and any issued amendments from www.fbo.gov. Solicitation documents will be available on or about January 24, 2012. All bids are due by 1:00p.m. local time February 24, 2012 at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 308B (Conference Room), Martinsburg, WV. The procurement is subject to availability of funds.
