- Sole Source Justification and Approval for Online Database Access to OSA. Public Announcement of Intent to Purchase on a Sole Source Basis The Government intends to procure a subscription to a database which contains journals that cover optics and photonics for scientists, engineers, educators, and technicians. NAICS: 519130 FSC: 7610 Size Standard: 500 employees The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This announcement is being published for informational purposes only. The proposed source is The Optical Society of America (OSA). The proposed action is to acquire access to the OSA Published Electronic Journals Database with a period of performance from 1 January 2012 through 31 December 2012. This action includes two option years with a period of performance from 1 January 2013 through 31 December 2013 and 1 January 2014 through 31 December 2014. This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Air Force. The Government will consider any other information received within 5 days of issuance of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The Government does not intend to pay for any information received in response to this announcement. Information relating to this announcement should be emailed to Mr. J.
