Description
Technical Support for Conducting Ecological RiskAssessment (SOL-CI-12-00024)THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT ASOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDEDFROM THIS ANNOUNCEMENT.The Environmental Protection Agency (EPA) is performing a 'market search' for large and smallbusinesses in preparation for a future procurement. The EPA has a need for a contractor to providethe Office of Research and Development (ORD); National Center for Environmental Assessment(NCEA) technical support for conducting ecological risk assessment which provides a formalapproach for estimating the likelihood of an adverse ecological effect from a stressor and causalassessments which provide formal approaches for assigning probable causes to observedecological effects. Information submitted in response to this notice is merely used for internal marketresearch purposes and no feedback will be offered to the interested parties that submit capabilitystatements.Specific areas to be addressed in capability packages are as follows: (1) Experience in developing,evaluating, and refining methods, analyses, and quantitative models in support of ecological causaland risk assessments; (2) Experience in developing and enhancing web- and PC-based assessmentand visualization tools; (3) Experience in managing data and information to support all NCEAassessment activities and accessibility; (4) Experience in reviewing, extracting, pre-processing andsummarizing relevant literature and data and support case study assessments; (5) Experience insupporting/conducting outreach and technology transfer activities.The successful contractor shall provide all necessary labor, materials, facilities, and services insupport of the efforts delineated by the Performance Work Statement (PWS). A draft PWS can beobtained from the OAM website, http://www.epa.gov/oam/cinn_cmd/. It is anticipated that thecontract will be a Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) starting in September 2012 witha one year Base Period and four Optional Periods of 12 months each.Approximately 14,200 LOE hours are anticipated for each contract period for a total of 71,000 hours.The applicable NAICS code is 541620 with a size standard of $7,000,000. Any interested firmsshould submit a capability statement which demonstrates the firm's ability to perform the keyrequirements described above. Standard company brochures will not be considered a sufficientresponse to this Sources Sought Synopsis. In the capabilities statements, contractors should providetheir size status for the above referenced NAICS code, (i.e. large, small) and whether or not they area certified hubzone, 8(a), women owned, small disadvantaged and/or disabled veteran ownedconcern.As a reminder, small businesses are required to perform at least 50 percent of the costs of thecontract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to setthis action aside for small businesses.
