Description
Draft SOW for RFI Mgmt Analytical Svcs Draft SOW for RFI Tech Transfer and Training Synopsis THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. This Request for Information (RFI) is intended to collect market information relevant to future U.S. Environmental Protection Agency (EPA) requirements. Respondents are invited to provide input requested in this announcement including suggestions for improving the draft statements of work. Responses to this request may be used to support development of, and subsequently be incorporated into, a future EPA solicitation. As a result, the information submitted must be available for unrestricted public distribution. No proprietary or classified concepts or information should be included in the responses. Background & Scope EPA's Office of Solid Waste and Emergency Response (OSWER) currently maintains two Mission Support Contracts: 1) Technology Transfer and Training Contract, and 2) Management and Analytical Support Contract. The Technology Transfer and Training Contract provides support services that facilitate the Agency's national and international technology information transfer activities. These activities include issuing analytical reports covering technologies and technology-based information related to hazardous waste response or clean-up actions; design, development and delivery of technical and programmatic training; facilitation of technology demonstrations; and the delivery of other technology transfer activities (e.g., seminars, formal meetings, electronic bulletin boards, information bulletins, and the OSWER Exhibits program). The Management and Analytical Support Contract provides support to EPA in the planning, management, implementation, and evaluation of the Superfund program. The scope of work includes a range of technical, economic, regulatory development, and implementation tasks and deliverables. Its Statements of Work encompasses the following areas: • Strategic Planning and Government Performance and Results Act • Resource Management • Community Outreach and Environmental Justice • Guidance and Regional Support • Regulation and Legislative Analysis • Training • Facilitator and Conference Support • Technical Research • Analysis and Evaluation of Technical Data • Technical Coordination and Integrated Methodologies • Design and Construction Technical and Analytical Support Responses The purpose of this RFI is to determine if the tasks in the two attached Statements of Work (SOWs) may be better allocated in order to encourage more small business participation. Responses to this RFI will be used to help EPA focus and organize possible procurement activities. Responses should be succinct and address the following questions with specific information. EPA is considering re-competing these two requirements as multiple contracts, each with smaller scopes of work, in order to achieve maximum small business participation. EPA is open to the concept of multiple contracts for finite portions of the two current scopes of work, provided a strong technical rationale for doing so is realized. The purpose of this RFI is to solicit feedback on potentially achieving small business utilization to the maximum extent practicable, from interested parties of a small business standard that can potentially support these requirements. How would you suggest re-structuring these two scopes of work, giving close consideration to the technical demands of each task, in order to result in contracts set-aside for small businesses? How would each task's estimated annual Level of Effort also affect any re-structuring, in order for EPA to address its goal of total small business set-aside contracts? What is your rationale for your recommendations? Submission Instructions to Respondents Responses to this RFI are due no later than 4:00 pm Eastern Standard Time on January 24, 2012. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. It is the respondents' responsibility to ensure that the submitted material has been approved for public release. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited, nor is the Government obligated to issue a solicitation based on responses received. No proprietary or classified concepts or information should be included in the submittal.
