- The U.S. Geological Survey (USGS) has a requirement for annual EarthWhere software maintenance and support. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to GeoEye Analytics, unless it is contacted by any vendor who believes they can provide the required EarthWhere software maintenance and support. Vendors are invited to contact the Contracting Officer, jenglehart@usgs.gov no later than 10:00 AM EST, Thursday, January 19, 2012 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor's unique qualifications: The U.S. Geological Survey (USGS) provides the capabilities for exploitation of classified and unclassified data in support of various federal agency programs through the Civil Applications Committee (CAC). This support of USGS and other agency activities is coordinated through the Climate and Land Use Change (CLU) National Civil Applications Program (NCAP). The USGS Advanced System Center (ASC) is a facility designed to support all the exploitation applications required by USGS and visiting scientists from other agencies to fulfill their missions. Over many years, the USGS has acquired licenses to use EarthWhere software tools from GeoEye Analytics to support the geospatial data processing requirements of projects. The existing USGS investment in this requirement is about $130,000. GeoEye Analytics continues to enhance these tools and resolve technical problems (bug fixes). Many of these enhancements and bug fixes are required to support changes in data formats and processes of the continually evolving Geospatial Information Systems Mapping community. To the best of our knowledge, there are no other companies that have access to the source code to these software tools that would allow another company to enhance the software, provide bug fixes, and provide detailed technical support for EarthWhere software tools. With regard to whether another software product could meet the NCAP requirements provided by EarthWhere software, we still find no other Commercial Off The Shelf (COTS) product that could provide all the required functionality. Required functionality includes: automate the cataloging, provisioning, and dissemination of disparate geospatial data in a web-based spatial data management system; ingesting and manipulating wide variety of vector and raster data including the classified formats used in the secure facility (ASC and RMGSC); and seamlessly interfacing with existing data bases and graphical user interfaces within the secure facilities. The alternative to have custom software developed to provide the required functionality and accommodate the existing data would cost hundreds of thousands of dollars. Other sources were sought via internet searches, as well as email and phone communications with GeoEye Analytics, for the required support, but none were found. Market research for other COTS products that would provide the required functionality was conducted via internet searches in 2011, yielding the results reflected above.
