- 715 - CISCO RENEWAL. NOTICE: All Technical Questions concerning this requirement should be directed to Mr. Douglas Stull at 304-285-4767, email Douglas.Stull@netl.doe.gov. NOTICE: Vendors who are going to provide a quote in response to the Request for Quotation, Standard Form 18 (RFQ) are strongly encouraged to submit their quotation on the RFQ form via the FEDCONNECT portal at www.fedconnect.net. If the vendor cannot submit their quote via the FEDCONNECT portal, they may submit their quotation to the Purchase Agent assigned to this requirement, via email at Robert.Mohn@netl.doe.gov or fax to 412-386-5770 Mr. Mohn can also be reached by telephone at 412-386-4963. If submitting via FEDCONNECT, please do not submit via email and/or fax. EVALUATION: An award shall be made to the lowest priced, technically acceptable offer. An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Offerors shall submit descriptive literature detailing features, technical capabilities and warranty data. Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation as it compares to the minimum characteristics provided herein. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc, in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Compliance shall be determined by the offers provision of literature showing performance capabilities or through written narrative discussing the points not covered by the published literature.
