- This is a Notice of Intent to award a sole source purchase order for FNARS High Frequency Radio System Install in the U.S. Territories by Rockwell Collins under the authority of FAR 12 and FAR 13.106-1(b). This requirement is a continuation of the FEMA HF radio system upgrade started in 2008 with Rockwell Collins. The radio system cannot be purchased, installed, serviced and/or maintained by other vendors due to the proprietary nature of the Rockwell Collins radio system that the contractor designed, built and that FEMA previously purchased. The same Rockwell equipment suite and services should be acquired for any additional sites in order to continue the radio system effort and to take advantage of the economics of scale such as the current stock of installed equipment, spares, training, and factory support of the same type of equipment. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to provide and install the radio system via e-mail to Ms. Sandra Bucher no later than 10:00 AM, EST, Tuesday, 1/17/2012. Email address: Sandra.bucher@dhs.gov. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. This is not a small business set-aside requirement.
