Description
Please note the following questions have been answered: Q: Is Hazen and Sawyer eligible to submit a proposal for this project? A: Yes, Hazen and Sawyer is eligible to submit a proposal for this technical assistance activity, as is any other company that meets the U.S. nationality criteria. Q: Who provided design and construction management services for the wastewater treatment plant and pump station that are subject of this RFP? A: Hazen and Sawyer provided the designs for the wastewater treatment plant and pump station in question. ACUACAR provided construction management services for the Pump Station, conveyance and wastewater treatment plant. Currently, ACUACAR is in charge of the supervision and construction management of the submarine outfall. Q: When was construction completed on each of these elements? A: Construction of the wastewater treatment plant itself was completed in 2008. Construction of the submarine outfall is on track to be completed in March 2012 if marine conditions are acceptable. Q: Do the construction contractors and/or equipment vendors have any responsibility to provide training on the components they have furnished? If so, how many different entities are there and w hat are their obligations? A: The contractors and equipment manufacturers provided training to ACUACAR's personnel on operating and maintenance issues at the time that they finished their contracts. Those contracts are finished now. Q: The TORs describe the Contractor's scope of responsibility as developing startup plans and reviewing and monitoring their implementation, implying that the details of the startup are carried out by others. Who are these others, and what is the scope of their responsibilities? A: The startup will be carried out by ACUACAR personnel with the technical assistance of the selected U.S. Contractor. Q: How was the budget of $513,000 determined? Is a detailed breakdown of costs available? A: The budget of $513,000 was determined based on the level of effort required for the anticipated specialists and pertinent expenses. No detailed breakdown of costs will be made available.
