Description
The Department of Veteran Affairs (VA) Veterans Integrated Service Network Five (VISN 5), is seeking a contractor to develop a Safe Patient Handling Business Case. The Safe Patient Handling Business Case will: 1) Create a comprehensive, transparent, robust and defensible understanding of the total costs and benefits of an SPH program at the VA; 2) Identify possible alternative means, methods, or levels for implementing an SPH and create understanding of the relative advantages and disadvantages of each using a decision analysis methodology; 3) For the best implementation alternative, create new options to increase the value created by the program; 4) For the final plan with value-increasing options, create an "investment grade" business case of the costs and benefits to support the decision-making and approval processes and subsequent implementation. "Investment grade" means a business case supplying the substantiation, numerical projections, and rationale necessary for the applicable decision-making processes. The proposed North American Industry Classification System (NAICS) is 541611, Administrative Management and General Management Consulting Services, and size standard is $7 million. Responders should identify if they are a small business or small disadvantaged business concern, based on this NAICS code. Please submit expressions of interest in your own format to include documentation of corporate capabilities in sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Please ensure responses do not exceed ten (10) pages. Since this is a Sources Sought Announcement, no evaluation letters will be issued to the participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The due date for submission of this information is 12:00 PM Eastern Standard Time (EST) on Tuesday, January 17, 2012.
