AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.The solicitation number is SFSIAQ12Q0001 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. The associated North American Industrial Classification System (NAICS) code for this procurement is 488999 with a small business size standard of $7.00M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-01-13 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The Department of State requires the following items, Purchase Description Determined by Line Item, to the following: LI 001, Hotel Lodging for 35-40 individuals for 7 nights (approx. 280 nights)February 25 - March 3).See Statement of Work Attached. (Maximum Per Diem Rate $164.00 per night), 280, EA; LI 002, A daily full/hot breakfast is required at the hotel for 35-40 people, Sunday February 26 - Friday, March 2 (approx. 240 meals).See Statement of Work Attached. (Maximum Per Diem Rate $12.00 per breakfast), 240, EA; LI 003, A daily lunch buffet is required at the hotel for 40 people, Monday, February 27 -Friday, March 2 (approx. 200 meals).See Statement of Work Attached. (Maximum Per Diem Rate $18.00 per lunch), 200, EA; LI 004, Conference Room and all Breakout rooms with appropriate AV Equiptment. See Statement of Work for Attached for specific details., 1, EA; LI 005, Coffee and tea breaks in the morning and afternoon (2 each day) Monday, February 27 - Friday, March 2.See Statement of Work Attached., 10, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Q: Do the breakout rooms need any audio / visual support?A: Audio and AV are not required in the breakout rooms. Q: Can you confirm that all line items must include "applicable state and local taxes"?Q: In regards to the pricing of lodging, meals, audio visual. The statement of work states that all applicable state and local taxes must be included. I want to confirm that the government will be paying taxes on this event. This is not a common item that is included in pricing.A: The federal government is tax exempt and the tax exempt number for Washington, DC may be used if accepted by the contractor. That number is 07952. In addition, the State Department has a District of Columbia tax exemption number, 0099397-001. With that said, Hotels have been known to charge state or occupancy taxes to the government for LODGING. If any of these taxes apply to lodging they will need to be included in a fully loaded lodging rate. ALL OTHER LINE ITEMS ARE TAX EXEMPT. Q: Are the dates flexible?A: No, the dates are not flexible. Q: In regards to lodging, will all 35-40 rooms be needed on Friday 3/2/2012 since this is the last day of the conference?A: Yes, most, if not all, participants will be checking out on Saturday March 3rd. Hotel must be within a 10 mile radius of the:Florida Regional Center 4000 North Andrews Avenue, Fort Lauderdale, FL 33309 Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. Delivery must be made at the dates specified within the Statement of Work for hotel rooms and conference dates. The offeror must provide within its offer the number of days - not to exceed 10 - required to make delivery after it receives a purchase order from the buyer.The purchase order/delivery order will be issued within 1 week of the closing date of this order. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. In addition to providing pricing at www.FedBid.com for this solicitation, each Offeror must provide any required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc.) so that they are received no later than the closing date and time for this solicitation. Submissions can be sent to clientservices@fedbid.com. All Bids must be valid for 30 days from the closing date for this solicitation. No exceptions or qualifications. The Contractor and its employees shall exercise the utmost discretion in regard to all matters relating to their duties and functions. They shall not communicate to any person any information known to them by reason of their performance of services under this contract which has not been made public, except in the necessary performance of their duties or upon written authorization of the Contracting Officer. All documents and records (including photographs) generated during the performance of work under this contract shall be for the sole use and become the exclusive property of the U.S Government. Furthermore, no article, book, pamphlet, email, recording, broadcast, speech television appearance, film or photograph concerning any aspect of work performed under this contract shall be published or disseminated through any media without the prior written authorization of the Contracting Officer. These obligations do no cease upon the expiration or termination of this contract. The Contractor shall include the substance of this provision in all contracts of employment and in all subcontracts hereunder. The rate bid must include applicable state and local taxes and be in accordance and not exceed U.S. government per diem rates. Per Diem Rates are listed as follows:Lodging $164.00 per nightBreakfast $12.00 per mealLunch $18.00 per meal Hotel must be ADA compliant. A conference space for 35-40 people is required, Sunday afternoon, February 26 ? Friday, March 2. There should be a 24 hour hold on the conference room i.e., the room should not be rented by other parties after conference hours. The conference room must include:?podium, projector and screen (PowerPoint compatible), ?microphones (lapel, podium, wireless or roaming microphone),?audio/visual system (speakers-sound system), ?wireless high speed internet, ?A/V technician onsite for set up and technical assistance. ?All conference rooms should have individual controls for sound and electricity?Round tables set for 6-8 participants per table (specific layout to be determined).?The main conference room should be a minimum 1200 square feet. ?Two smaller rooms for 10-15 people, to be used as ?breakout rooms?. The breakout rooms should be located within close proximity of the main conference room and on the same floor. Specific dates of each individuals stay will be specified in the contract award. Any participants who choose to stay beyond these dates or do not have the contraing officers approval to arrive early or stay late may do so at thier own expense. All participants are respobsible for any incidental expenses incurred throughout thier stay.
