Description

Synopsis: PRE-SOLICITATION NOTICE FOR CONSTRUCTION PROJECT TO BUILD CEMETERY IMPROVEMENTS AND NEW MAINTENANCE BUILDING AT FORT BAYARD NATIONAL CEMETERY, FORT BAYARD, NC (PROJECT NUMBER 864CM3008). The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786-12-R-0052 for the following: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for Cemetery Improvements and New Maintenance Building at Fort Bayard National Cemetery as required by the Contract Drawings and Specifications and other specific tasks as further defined by the Request for Proposal (RFP). DESCRIPTION OF PROJECT: The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), is soliciting bids for the project under Solicitation Number VA-786-12-R-0052 for the following: General Construction: All work shown on the plans and described in the specifications and scope of work including but not limited to: A. BASE BID ITEM 0001, CEMETERY IMPROVEMENTS AND NEW MAINTENANCE BUILDING AT FORT BAYARD NATIONAL CEMETERY: Work includes general construction; the demolition of existing buildings, roads, walks, grading, landscaping, drainage, utilities, irrigation, and rock removal; the construction of a new 552 niche columbarium and niche covers, 705 new pre-placed concrete crypts, 255 new in-ground cremain sites, a new public restroom information center building with visitor parking, a new committal service shelter with public parking, a new storage building with a walled/fenced storage yard, a new irrigation system, a new water storage tank, a new irrigation pump house, a new site storm drainage system, a new septic system, new water-wise landscaping, new ornamental fencing, and new signage; and the refurbishment/improvement of the existing rostrum area, the existing water supply, utility systems, telecommunications, general mechanical and electrical work, and the main flagpole area. The work shall include, but shall not be limited to the work as described in the RFP drawings and specifications. The work is described in the RFP drawings and specifications as four (4) Phases of work, Phases A through D. All four (4) phases of the design and construction work are included in the Base Bid. The marble or granite niche covers will be provided as Government Furnish Property (GFP) by the Department of Veterans Affairs. The contractor is required to retain and pay for all testing laboratory services that are referenced in this solicitation. MAGNITUDE OF COST: Between $5,000,000 and $10,000,000. CONTRACT DURATION: Performance period is estimated to be no more than 730 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 236220 SIZE STANDARD: $33.5 Million METHOD OF AWARD: THIS PROCUREMENT IS SET ASIDE 100% FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES. THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONTRACT. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) Part 14 to a responsible and responsive service-disabled veteran-owned small business responding to this solicitation. The bidder must be registered and CVE verified as a Service-Disabled Veteran-Owned Small Business with the Department of Veterans Affairs' VetBiz registry at http://www.vip.vetbiz.gov. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Proposal (RFP) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on or about January 17, 2012. The Government will not be responsible for receipt of the questions. Contractors may follow up by phone or email to insure receipt of questions. SOLICITATION AMENDMENTS: Any amendments to the solicitation will be uploaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging any and all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. SITE VISIT: There will be a Pre-Bid Conference scheduled for this project is Tuesday, January 24, 2012 at 10:30 a.m. (Mountain Time) participants will meet at Fort Bayard Nation Cemetery, located at 200 Camino De Paz, Fort Bayard, NM 88036. All questions must be submitted in writing to garry.harris3@va.gov by close of business date to be determined. The cemetery director and cemetery personnel may not answer any questions.
