- NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT Solicitation Number: GS-01P-12-BW-D-0018 Agency: GSA, Region 1, PBS, 1PSA Location: St Albans POCH 50 South Main Street St Albans, VT 05478 Synopsis: This announcement is a notice of intent to issue a sole source contract under the requirements of FAR Part 15 and FAR 6.302-1," Other Than Full and Open Competition - one responsible source". The applicable NAICS Code is 238220 with a size standard of $14.0M. GSA Region 1 Acquisition Branch (1PSA) intends to issue a sole source, commercial item contract for janitorial services; mechanical operations; maintenance repairs; and, quality control services at the St Albans Post Office and Courthouse (POCH) located at St Albans, VT. This contract is being awarded under the authority of 41 U.S.C. 253(c) (1), as implemented by FAR 6.302-1 - "Only one responsible source" as the only viable course of action that provides uninterrupted continuation of critical services. This contract will be awarded as new short-term "bridge" contract with the incumbent contractor, Done Right Building Services, Inc., 4 Copley Place, Boston, MA. 02116. There will be no change to the existing specifications or service requirements and the base term of the contract will expire 09/30/2012. The proposed bridge contract will be for a maximum period of 14 months (including options). This will provide for continuation of current services while the requirement is solicited and awarded on a competitive basis. Continuation of critical services requires that this contract be awarded no later than 31 Jan 2012. Due to the compressed timeframe, it is neither practical nor possible to compete this short-term contract and still provide uninterrupted services. The incumbent is currently performing the work satisfactorily and has a working knowledge of the facilities, mechanical systems, and day-to-day requirements. Other contractors could not mobilize quickly enough and do not have the experience in this building needed to provide services seamlessly on such short notice and at a fair and reasonable price. This notice of intent is not a request for competitive proposals. However, GSA will consider any capability statements received by 12 pm EDT on Wednesday, 18 January, 2012. Capability statements would normally be considered solely for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Any respondent companies must be a small business. Responses should be emailed to Mr. John Sarnoski, Contracting Officer, at john.sarnoski@gsa.gov so that they are received no later than 18 January 2012.
