- Revised Solicitation The purpose of this amendment is to: 1. Replace previous solicitation document dated 11/18/2011 in its entirety with revised solicitation dated 01/10/2012. All offers must conform to the revised solicitation. 2. Extend the response date for receipt of proposals to 4:00 PM CT on January 25, 2012. 3. Give notice that answers to additional questions will be posted by COB on January 10, 2012. ********************************************************** The USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), and Investigative and Enforcement Services (IES) in Riverdale, MD intends to procure the services of a contractor to provide the delivery of regulatory development, minor enhancements (program errors and updates mandated by changes in regulations) and maintenance of systems which support the mission of USDA APHIS, in particular the mission areas related to the import, shipment and tracking of commodities as well as to the program goals to monitor, safeguard, and regulate animal and plant commodities. The period of performance of this contract will be a base year with four option years (five years total maximum length). USDA intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for this effort with an initial fixed-price task order for operations and maintenance of the application software and helpdesk support. Task orders for Development, Modernization & Enhancements will be issued as necessary during the period of the contract. This will be a best value procurement utilizing FAR Part 15 procedures. It is anticipated that the formal solicitation, Request for Proposal (RFP) AG-6395-S-11-0124, will be released on or about November 14, 2011 and posted on this FEDBIZOPPS website. Please download the RFP from this website. This will be offered as a total small business set-aside. Thus, all interested small businesses may submit responses to this solicitation. NAICS code 541511 (with a size standard of $25 million). A hard (printed) copy of the solicitation will not otherwise be available.
