Description
Services of a qualified firm are sought in support of Hazardous, Toxic and Radioactive Waste (HTRW) investigations and remediation of environmental programs and projects managed by the St. Louis District, U.S. Army Corps of Engineers under NAICS Code 562910. This contract is being procured in accordance with the FAR Part 15, any corresponding agency regulations, and as outlined in the current version of the Army Source Selection Manual. Firm will be selected based on demonstrated competence and qualifications to accomplish the required work and, to a lesser extent, cost. One contract will be awarded as cost-plus-fixed-fee (CPFF) for a five year duration unless the maximum accumulative amount of $37,500,000 is reached sooner. Work will be issued by individual task orders not to exceed the contract amount. The contract is anticipated to be awarded in the March to April timeframe. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, relative to the employee's home office location. Prior to contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). PROJECT INFORMATION: The contract will include services supporting the execution of the St. Louis District's HTRW program, a major part of which is the Formerly Utilized Sites Remedial Action Program (FUSRAP). The FUSRAP sites contain low-level radioactive contaminated materials and may contain chemically contaminated materials from the processing of uranium for the Manhattan Engineer District and the Atomic Energy Commission. FUSRAP sites managed by the St. Louis District are located in and around the metropolitan St. Louis area and also include the Iowa Army Ammunition Plant in Burlington, Iowa. Additionally, the Government may, at its discretion and concurrence of the Contractor, request the Contractor to perform work in other geographical regions within the boundaries of the Mississippi Division and/or at sites assigned to the District. The services to be provided generally include the following: extent of contamination survey; multi-Agency Radiation Survey and Site investigation Manual (MARSSIM) based site characterization and verification involving low-level radioactive and chemical constituents; MARSSIM-based final status survey evaluations; management and operation of on-site radiological and wet chemistry laboratories and testing facilities (must pass DOD QSM audit upon selection); confirmation of remedial actions; technical/regulatory integration; environmental monitoring and radiological support; overall program support activities such as administrative record/document management, data management, and quality assurance. SOURCE SELECTION: A formal Source Selection process will be followed during this procurement; all responses received to the impending solicitation will be evaluated in accordance with the requirements of Sections "L" and "M", and the Source Selection Evaluation Plan. The principle objective of the evaluation process is to make an award to the responsible offeror whose proposal is determined to be the "Best Value" to the Government, price and other factors considered.
